Many dignitaries as well as the Governor and the Vice President of the United States will be there to personally dedicate the memorial.
Due to the nation wide media frenzy around this your department has been notified of a credible threat against the dedication which intelligence states may involve a chemical or biological attack of some kind.
The organizers of the event state that it will proceed as planned and everyone is still coming. You can expect thousands of people.
The memorial is located in a large park in the center of your downtown area which has a hospital, elementary school, a high school, and two nursing homes within 2 miles of the location.
You lead your department's team in preparing a critical incident response plan for this event coordinating with FBI, Secret Service, and others.
