Minutes of an EXTRAORDINARY HIGH KELLING PARISH COUNCIL MEETING which was held on Tuesday 25th October 2016 in the Constance Gray Room at the Village Hall, High Kelling, commencing at 7.00pm

  1. DECLARATIONS OF INTEREST

Cllr David Carter declared an interest in item 5 as he lives next door to the property.

  1. MINUTES OF LAST MEETING

It was proposed and agreed that the MINUTES of the FULL COUNCIL meeting dated 13th Septmebr 2016 signed as a true record.

  1. Chairman’s Announcements
  • Hornsea Project Three Offshore Wind Farm consultation: The chairman notified councillors of an open meeting on 31st October in Sheringham, 3pm-7pm
  • The chairman had received communication from the manager of Pineheath Care Home regarding concerns over the safety of the A148. The chairman had replied on council’s behalf outlining current progress.
  1. PLANNING Application no PF/16/1326 Two Storey building to provide garage and room above,Brackendale, Vale RoadCllr David Carter left the room. It was unanimously agreedthat the council OBJECTS to the application,on the grounds that the proposed extension is disproportionately large (policy HO8) - it is too close to the boundary of the property and extends in front of the building line
  1. PLANNINGApplication no PF/16/1315Dormer window and car port; 54 Pineheath Road. It was unanimously agreedthat the council has no objection to this application.
  1. PLANNING Application no PF/16/1264Change of use from woodland to outdoor activity facilities, Greshams School, Cromer Road, Holt. It was unanimously agreedthat the council has no objection to this application.
  1. BT Payphone Removal Consultation: It was unanimously agreed that the council OBJECTS to the removal of the payphone near the post office in High Kelling, on the grounds that:

  • There is currently poor mobile signal coverage in High Kelling
  • It is the only public phone box on the A148
  • Although the payphone has been infrequently used, Council heard from Cllr Jan Kemp that members of the public sometimes ask to use her telephone in the Post Office as they are unable to work the public payphone which requires card payment.
  • It could be important in emergency situations, such as a road traffic accident.
  1. Council considered the Local Government Finance Settlement Technical Consultation which includes proposals regarding council tax referendum principles for local parish and town councils. It was proposed and unanimously agreed that ‘council opposes restrictions on local government funding by central government, including at parish council level.’
