MINUTES OF THE WENTLOOGE COMMUNITY COUNCIL MEETING - 20th October 2015 19.15hrs

1.0  CHAIRMAN

The Chairman declared the meeting open at 19.20 hrs

2.0  The minutes of the September meeting were approved and signed off by the Chair.

3.0  POLICE ISSUES

Neville Davies gave an update.

RD stated that Peterstone was considering becoming a Neighbourhood Watch area

ACTION: JY to check with PS Jason White if the Police bulletin can go onto the WCC website

ACTION: JY to email minutes to Huw Moses and Neville Davies who will forward to any other interested colleagues.

4.0  ENFORCEMENT / PLANNING APPLICATIONS

The Chair provided an update on current applications to Council. The following applications were discussed. 15/0479; E12/0189; E15/0437; 15/0761; 11/0623: All information is available on NCC website.

5.0  MATTERS ARISING

JC asked RW if he would ask the chair if the issue of the playground in St Brides could be deferred to the November meeting. Agreed

Clarification needed as to whether St Brides Community Council or all the Community Councillors are the Trustees of St Brides Village Hall. ACTION: JY to email OVW

Independent Remuneration Panel report: It was discussed that it is up to individual member to claim for their expenses. All expenditure will be available on the WCC website

Grow Wild Community Project: Not able to take advantage as wild flower seeds are not allowed to be planted on the common.

Declaration forms: Ongoing. ACTION: JY to send electronic form to LJ

6.0 MATTERS OF INTEREST

1.  FOSH (Auctioneers) had advertised the intention of selling off parts of the common at auction on 28th Oct. It appears that they have been mis-informed. This has now been pulled due to information supplied by RD.

2.  Village Hall Noticeboard, St Brides – Awaiting delivery of the new notice board. Volunteers will be needed to help erect it.

3.  Joanne Williams and Jonathan Prangley of NCC have given permission for horses to graze on patch of common land in Peterstone which is not allowed. ACTION: RD to write to Joanne Williams to point this out.

7.0 ENVIRONMENTAL ISSUES

RD handed out printed copies of the reen map for the Wentloog Levels that NRW had kindly sent to WCC. ACTION: Copies to be put onto the notice board inside Peterstone Village Hall

9.0 FINANCES

1.  Community Account - £ 16483.14; Business Money Manager - £ 1288.28 as @ 12th Oct 2015

2.  Change of address form for bank: JF and RD have been to the bank to have the signatories updated and also change the address for the bank statements which are now to be sent to the address of the Clerk

3.  JF and LJ signed three cheques

10.0  FEEDBACK – MEETINGS ATTENDED BY COMMUNITY COUNCILLORS

JF attended the Liaison meeting in September. The concurrent expenditure was discussed – precept and grant. It’s possible that the grant will be phased out within the next couple of years which may mean the precept being increased.

JF also attended the One Voice Wales meeting. Other councils were invited to attend to talk about the 30% cost cuts. Monmouth Council attended and explained how it would effect them

ANY OTHER BUSINESS

1.  The Friary in Newport will be open on 12th November 2015

MEETING OPENED UP TO MEMBERS OF THE PUBLIC

Arthur Thomas (AT) raised the following points:

Drainage Board has invited AT and RW to visit the site at Tabs Gout. The sea defence has been taken up by a metre.

21.50 RW left the meeting

AT asked about the various issues regarding Green Lane – already discussed

Litter pick: As the previous one was such a success AT asked if there would be another one.

Road Sweeper in Church Close: When the sweeper in on Church Close, all the grit goes down the drains and blocks it up. AT suggested that the sweeper should be stopped.

Streetscene: Currently looking for a site for the pumping house for the 10 or so houses affected in the village

Police presence: Would like to see more regular police presence in the village

Julie Foster (JF) raised the following points:

WCC website states that WCC has 8 meetings a year which needs to be changed to 11 per year. ACTION: JY to update WCC website

Temperature in St Brides Village Hall: The village hall needs to be warmer for the meetings. ACTION: JY to email JC to ask if the heating can be turned on one hour before each meeting
