Welcome

I would like to take this opportunity to welcome you to the Alaska Technical Center in Kotzebue. I look forward to meeting each one of you in the near future. I hope your stay at the Alaska Technical Center will not only be an educational one but a very pleasant experience as well.

The purpose of Alaska Technical Center is to provide you with the opportunity to receive a quality learning experience so that you will develop the knowledge and skills in a certain career. The ATC staff is dedicated to help you reach your goals.

Your training will include obtaining knowledge through classroom instruction, hands on participation, and on-the-job work experience. This blend of learning will allow you to apply what you are learning to real life so that your transition from training to work will be minimized.

Your job here will be to take advantage of this opportunity to obtain skills and knowledge. It will mean hard work, some adjustment and possibly sacrifices on your part. Do not be afraid to accept new challenges and as change will probably be the only constant in your life, you should also be willing to accept change. You are in a position to make choices that will impact your life and hopefully lead to a successful one.

Our staff will be committed to take every measure to ensure your success in your program of study; however, we will need that same commitment from you. This personal commitment on your part will provide you with the necessary skills and work habits that will make you a productive and dependable worker in the future.

Alaska Technical Center (ATC) strives to ensure that all trainees receive quality training in a safe environment; this also extends to the residents in the dormitory. We ask for your cooperation to help us achieve this goal by observing the rules. This helps ensure safety, comfort, and a pleasant residence for all. Failure to adhere to the rules can result in serious consequences and/or termination from ATC.

General Information

Dormitory Staffing

A dormitory attendant will be on duty 24-hours a day throughout the school year except during the weekday when the day Dorm Attendant is at lunch from 1:00 PM to 2:30 pm.

Room Assignments

When you completed a Dormitory Resident Application, you may have requested a specific roommate; however, ATC cannot guarantee your request will be granted but it will be considered when making room assignments. Room assignments are made by the Recruiter/ Administrator or the Dormitory Attendant on duty.

If you occupy a room by yourself, you may be asked to move into another room with another resident. This is done for two reasons: 1) we may need a block of rooms for short-term guests, and 2) it is easier for the dormitory attendant to maintain fewer rooms.

Key Assignments

The dormitory attendant on-duty when you check-in will assign you a room key. It is your responsibility to keep your key to ensure access to your room and ensure the security of your belongings in your room. ATC will not be responsible for lost or stolen items. If you lose your key, please notify the dormitory attendant on-duty as soon as possible. A replacement will be requested and your will be charged a fee of $40.00 which must be paid prior to receiving a new key.

Lockouts

As responsible individuals and residents, it is asked that the residents keep their keys with them at all times. In the event that you are in need of a lockout, please report to the Dormitory Attendant on duty.

Check-In and Out Procedures

Upon arrival at the dormitory you will need to check-in with the dormitory attendant on-duty who will review general rules with you and have you fill out the necessary paperwork and then assign you your room key.

Upon check-out of the dormitory please ensure that the following is done:

□ Return key(s) to Dorm Attendant on duty

□ Return Linen

□ Vacuum and clean room

□ Empty trash and wash out trash can

□ Remove all wall hangings, pins, hooks, etc.

□ Report all damages and need for repair or replacement to Dorm Attendant

Openings and Closures

For the Fall 2013 Term the dormitory will open on Sunday, September 22, 2013 and will close on Friday, December 20, 2013. For the Winter 2014 Term the dormitory will open on Sunday, January 12, 2014 and close on Wednesday, May 14, 2014.

ATC will have three school breaks: Thanksgiving break: November 28 and 29, 2013, Christmas break: beginning December 17, 2012 and Spring break March 17 - 21, 2013. The dormitory will be closed during these school breaks. You should plan accordingly to either travel back to your home community or arrange to stay elsewhere here in Kotzebue.

Residence Meetings

ATC staff may from time to time request to have a meeting with residents to provide reminder or updates or changes to established rules and/or have an open dialogue regarding your residence experience. Advance notice of the date, time and location of the residence meetings will be provided.

Phone

Telephones at the dormitory office are for staff use only. In an emergency situation, residents will be allowed to use the staff phone. The phone is available for dormitory residents and is located next to the recreation room. The phone number is (907) 442-9476.

Dormitory Amenities

Laundry

The dormitory is equipped with a laundry room with washers and dryers. Residents will have access to the laundry room as follows:

Sunday: 9:00 am – 10:00 pm

Monday: 5:00 pm – 10:00 pm

Tuesday: Closed for staff use

Wednesday and Thursday: 5:00 pm – 10:00 pm

Friday and Saturday: 9:00 am – 10:00 pm

The laundry room will be closed and locked during all other times. Please note that washers and dryers are for dormitory residents and dormitory use only.

Computer Laboratory

A computer laboratory is located in the dormitory recreation room. Residents are allowed to utilize the lab during normal operating hours. The computer lab is offered to students for internet access and various program applications to assist them with their academic studies.

Beverages are prohibited around the computers – do not put your beverages on the tables next to the computer laboratory! The computer laboratory is offered as privilege and residents are expected be respectful of other residents who may be doing homework, this means no loud music with profanities and no shouting while at the computers.

Network Etiquette and Privacy

You are expected to abide by the generally accepted rules of network etiquette. These rules include but are not limited to:

  1. Be Polite: never send, or encourage others to send, inappropriate or abusive messages;
  2. Use appropriate language: you are a representative of your school on a public system. Never swear, use vulgarities, or any other inappropriate language;
  3. Privacy: do not reveal the addresses or phone numbers of friends or colleagues without written permission;
  4. Disruptions: do not use the network in any way that would disrupt the use of the network by others. Do no damage hardware or software;
  5. Representations: do not originate anonymous messages or represent a message to have been authorized by another. All correspondence should be clearly identifiable as to its originator. Any transmission or use, which has the purpose or effect of promoting hatred or harassment, is prohibited.

If you identify a security problem in the building or network, notify the dormitory attendant at once. Never demonstrate a problem to other users. Never use another individual’s account. Never tell anyone your password. Any user identified as a security risk will be denied access to the network, and may be liable for disciplinary action or prosecution.

Recreation Room

The recreation room will close 11:00 pm Sunday – Thursday and 1:00 AM Friday and Saturday. The Recreation/Commons Room will be closed to residents during training hours.

All residents are responsible for the general upkeep of the recreation room. Any use of equipment must include cleanup.

Foul language and any disputes will not be tolerated. Any such behavior will be grounds for removal from the recreation room.

Housekeeping and Maintenance

General Housekeeping

ATC staff is responsible for providing clean and sanitary surroundings for residents and maintains all common areas, leaving residents responsible for the care and cleanliness of their own room. The Dormitory Attendant on-duty will make available vacuum cleaners and garbage bags during reasonable hours. Room decorations such as pictures and posters may be hung on the walls with poster pins or picture hangers. Do not tape on any walls or doors. No furniture in the rooms will be moved.

The Dormitory Attendant will conduct weekly inspections on Tuesdays with an optional room inspection on Saturdays. All residents will cooperate by cleaning their room, emptying their garbage, making their bed, vacuuming their room and showing their room key. Any unlocked rooms will be locked.

Any resident not complying with housekeeping rules will be referred to the Administrator/Recruiter to become compliant with these rules.

Weekly Linen Exchange

In effort to ensure a safe and sanitary environment for all residents, there is a mandatory linen change every Tuesday. Residents are required to bring their white linens (sheets, pillow cases, mattress covers) to the laundry room in the morning before they leave for school. Residents are required to change their linen. Those who have their own linen will be required to wash them at least weekly.

Maintenance Work Orders

ATC staff is responsible for insuring necessary repairs are made to the building. In-house staff handles plumbing, electrical and general carpentry. Major repairs are scheduled through the Northwest Arctic Borough School District Facilities Department. In emergency situations, repairs are made as soon as possible, although some situations may take longer than other.

Damages or items in need of repair are to be reported to the Dormitory Attendant on-duty immediately. AMaintenance Work Order Formmust be completed to describe the type of problem and the location in the room or public area where the problem exists. If the problem is not attended to, please inquire at ATC Administration for further assistance.

Garbage Disposal

Place all garbage (preferably in plastic bags) in the dumpster at the west end of the dormitory.

Visitor Guidelines

In order to promote and maintain a positive, supportive, living and learning environment, the Dormitory staff will enforce limited visitation hours. Visitation hours for the Dormitory are established by ATC Administration and are intended for academic and healthy socializing. Visitation is not designed for overnight co-habitation. Dormitory visitation hours are as follows:

Monday – Friday 5:00 PM – 10:00 PM

Saturday – Sunday 12:00 PM – 12:00 AM

·  Guest includes anyone not residing in the dormitory. All guests and their sponsor must register with the Dorm Attendant by signing in on the Guest Log in the recreation room upon their arrival and departure from the dormitory.

·  Guests (this includes family members and other trainees not residing in the dorm) are allowed to visit the Recreation/Common Room only during posted visiting hours with their sponsor present.

·  Residents are responsible for the actions of their guests at all time while in and around the dormitory and must inform their guests when they are breaking any ATC rules, policies or state laws. Any guest with serious dorm rules infractions can be barred from entering the dorm in the future; ATC Administration will determine the duration.

·  Residents and guests must cooperate with the Dorm Attendant on duty, if there are reasonable grounds to believe that alcohol and/or drugs may be brought on premises, or that the condition of the guest may be under the influence of alcohol or drugs, entrance into the dormitory can be denied.

·  Residents and guests are required to conduct themselves in a manner that will not infringe upon the rights of other residents, guests and staff.

·  No overnight guests are allowed.

·  Children under the age of 17 will not be allowed in the dorm at any time without an outside adult supervising them.

·  Guest visits are a privilege that can be taken away if a resident or guest does not follow the rules.

·  Residents visiting each other are allowed to do so at the hours posted for visiting hours and does not infringe on the other residents staying in that room. This must be done with the door open. This is a privilege and can be taken away when it causes problems.

Quiet Hours

The dormitory is a living and learning environment that is shared by other residents. In maintaining respect for neighbors’ desire to sleep, study, etc. all residents must are encouraged to keep the music and other noises to a minimum. Quiet hours are established so that residents conduct themselves in a manner that will not disturb others. Quiet hours are as follows:
