Job Title: Programme Manager - Fair Chance

Reports To: Director of Operations

Salary:Scale PO5, Points 44 – 47,£36,730 -£39,345 per annum

Location:St Basils, Heath Mill Lane, Deritend, Birmingham, B9 4AX

Programme coverage:Birmingham, Solihull, Walsall, Coventry and Wyre Forest

Hours:Full-time 37.5 hours per week; flexibility required.

Job Purpose:

The Post-holder is responsible for the implementation and delivery of the St Basils Rewriting Futures - Fair Chance service providing high quality support services for young people aged 18-24, who are homeless and not engaged in education, training or employment. This is one of 7 national ground-breaking government pilots. The Fair Chance Programme is focussed on outcomes and positive transitions for young people through a payment by results programme funded by social investment. The Post-holder will manage the delivery of the programme and ensure referrals, service responses and outcomes are achieved.

Key Responsibilities:

1. Strategic

  • The effective development and management of support services, ensuring compliance with contractual, regulatory and statutory requirements.
  • Take lead responsibility for developing local partnerships in the 4 main localities of the service.
  • Take lead responsibility for reporting to the Special Purpose Vehicle Board and St Basils Board of Directors.
  • Maintain close reporting contact with the Investment Intermediary and the Investors as the programme is rolled out.
  • Contribute to the development and design of the serviceto meet the identified needs of young people who are homeless or at risk.
  • Lead on programme for recruitment, training and support of community coaches

2. Service Management

  • Develop and implement the service ensuring the best possible outcomes for young people including engagement with Learning, Skills and Work (LSW) and access to accommodation
  • Lead and inspire support teams to provide high quality support services that promote choice and independence, actively engaging young people in making decisions about their life.
  • Provide the line management and development of Locality Managers and central support team ensuring compliance with support standards, contractual and regulatory requirements, best practice and St Basils’ policies and procedures.
  • Establish and implement an effective accommodation strategy through joint working with local Registered Providers (RPs), the local authority, private landlords and the Project Homefinder.
  • Develop communication channels with young people to empower them to shape and influence the services going forward.
  • Develop, maintain and report on performance indicators and targets for all support services.
  • Establish and agree standards of working for all aspects of the service provided.
  • Ensure data collection requirements of the programme are maintained. Follow agreed procedures for the review process and for the tracking and monitoring of services.
  • Ensure staffing resources meet programme requirements and that risks and trends are monitored and managed in a timely way with appropriate approvals secured for and necessary adjustments.
  • To manage the service out of hours on call rota and to be on call to respond or advice on crisis, emergencies etc.
  • To monitor case load allocation and management, to ensure that support hours are delivered in line with contractual obligations

  • Ensure that St Basils Safeguarding Policy and Procedure is implemented by Support Managers and Teams
  1. Budgetary Management and Financial Control
  • Monitor income and expenditure to ensure the service meets its financial targets.
  • Keep close track on all outcomes achieved by young people, ensure evidence is collected and payments by results income is maximized.
  • Contribute to the preparation of financial budgets for all services and maintain and control expenditure within those budgets for all services in accordance with financial procedures and in conjunction with appropriate officers.
  • Co-operate with St Basils Fundraising Department in fundraising and marketing initiatives.

5. Health and Safety

  • Ensure that risk to service users, self, the team and others is minimised and managed and that formal risk assessments and accurate records are maintained.

6. Working with Others

  • Work closely with others to ensure an integrated service is provided for young people which optimises positive outcomes for them.
  • Take the lead in establishing excellent working relationships with a wide range of partner organisations.
  • Set up channels of communications with stakeholders to help young people achieve the best possible outcomes, including the establishment of stakeholder groups for individual services.

7. Record Keeping and Data Management

  • Ensure young people’s files, reports, support plans and other documents are accurate, kept up to date and that confidentiality is maintained according to St Basils policies.
  • Ensure the data management requirements of this programme for St Basils, Special Purpose Vehicle and DCLG are maintained and robust.

8. General

  • Prepare reports for a range of audiences on the performance of the service as required.
  • To be responsible for your own health and safety whilst at work, and the health and safety of any other employees or visitors.
  • Thepost holder must take responsibility for their own self development and ensure that the knowledge and information they use in their job is current and relevant.
  • St Basils is dependant upon its ability to raisefunds in order to sustain and develop its work with young people. Therefore all employees are expected to supportthe work of the Fundraising Department and, wherever possible, be involved in Fundraising Events.

Wherever you are initially based, it must be recognised that the company reserves the right, giving reasonable notice, to re-locate the post holder, dependent on the requirements of the Agency, at any time.

Hours of Work:

37.5 hours per week, which excludes daily half hour for lunch. Evening / weekend work may be required and will be compensated with time off in lieu in agreement with Line Manager.

Holidays

25 days per annum, plus 8 Statutory Bank holidays and 3 Concessionary days holiday, pro-rata, per annum.
