MANUAL OF INSTRUCTION

THE GUIDELINES STATED IN THIS GUIDEBOOK ARE IN ADDITION TO THE RULES AND POLICIES SET FORTH BY THE PRINCETON CITY SCHOOL BOARD AND PRINCETON HIGH SCHOOL, AS THEY ARE THE NECESSARY PRACTICES THAT ALL CADETS ARE EXPECTED TO GOVERN THEMSELVES BY. THIS HANDBOOK CONTAINS VITAL INFORMATION THAT CADETS WILL FIND HELPFUL DURING THEIR UPCOMING YEARS IN NAVY JUNIOR RESERVE OFFICER TRAINING CORPS (NJROTC).

Standards for Cadets Acknowledgement Form 17

1. PERSONAL DISCIPLINE

All cadets and parents/guardians will sign the Standards for Cadets Acknowledgement Form, and return the form to their Naval Science Instructor (NSI) by 01 September 2016. Cadets will agree to abide by a strict moral code that reflects what is taught in NJROTC. Personal discipline is very important as your behavior reflects on the unit, the school, NJROTC, and the U.S. Navy. These rules if followed will not only reflect well on you, but will also bring honor to both our unit and school.

2. UNIFORM WEAR AND MAINTENANCE

All uniforms are Government Issue and will be kept in good repair and well maintained. Uniforms will be worn correctly, all day on designated days, or as ordered by the Naval Science Instructors. Failure to wear the uniform will result in a zero grade on inspection. The cadet will pay for any damages that the uniform sustains over the course of the year, and must return uniform items dry-cleaned with the dry cleaning receipts attached.

3. ACADEMIC STUDIES

Academics are important and a fundamental part of NJROTC. Cadets will be required to partake in classroom work with interest, and must come prepared with textbook, paper, pencil or pen, PHS agenda, 3 ring notebook or loose leaf folder, and 50 pages of loose leaf paper. All cadets will remain awake and alert during classroom lessons. Cadets must maintain grades suitable to the Naval Science Instructors in JROTC and in all other academic classes as required by the Commander Naval Service Training Command Instruction (NSTC M-5761.1) in order to participate in extracurricular activities.

4. PARTICIPATION IN UNIT ACTIVITIES

Cadets are encouraged to participate in various extracurricular unit activities on a regular basis. Cadets that fail to wear their uniforms or maintain their grades as prescribed in paragraphs 2 & 3 will not be allowed to participate in the following:

a. Military Ball

b. NJROTC Special Teams

c. Field Trips

d. Other NJROTC group activities

5. MANDATORY UNIT ACTIVITIES

All cadets are required to attend the following events or their participation grade will be lowered for the quarter:

a. Weekly Tuesday company staff meetings (Staff Officers Only)

b. Annual end of the year awards presentation Banquet (April)

c. Annual Parent/Cadet Information Meeting (September)

d. Annual Area Manager’s Inspection (March)

e. Annual Princeton NJROTC Field Meet (October)

f. *** Any special events as determined by the SNSI/NSI***

6. DRILLS AND DRILLING PROCEDURES

Close Order Drill is another vital aspect of NJROTC, and all cadets will participate in armed and unarmed drill every Thursday. Non-participation will result in a zero for the day, unless proper documentation is provided. Cadets will stay up to date and in good practice on drill maneuvers. Cadets should wear comfortable shoes and not pumps/high heels on drill days.

7. PHYSICAL TRAINING (PT)

All cadets are required to maintain their physical well-being. Cadets are required to provide a NJROTC Health Risk Screening Form signed by their parents or guardians and a physician if required. Cadets will participate in PT every Friday and two physical readiness tests (PRT) each semester. Cadets are required to be prepared for PT every Friday, and will receive a grade for their PT. Non-participation in PT or not dressing out in Navy PT gear will result in a zero for the day, unless proper documentation is provided. Quality performance in the semi-annual PRT will be rewarded with the PT ribbon.

8. ADVANCEMENT

All cadets will be given the opportunity to advance through the ranks. Cadet advancement is not mandatory, but is recommended. Advancement is accomplished by the successful completion of written exams and all eligibility requirements (see pages 7-11). Advancement policies are enclosed in this guidebook.

9. CHAIN OF COMMAND

All cadets must follow the unit’s chain of command. Cadets will show courtesy and respect towards all other cadets, and they must adhere to the orders of senior cadets and those cadets that are placed in positions of leadership. This respect will be extended outside the Naval Science Classroom to all other academic classes. Cadets will address all adults as “Sir/Ma’am” as appropriate and other cadets as “Cadet (last name)”.

10. DISCIPLINARY MEASURES

Cadets that fail to show the level of participation and effort that is expected will be placed on probation and will be notified verbally by the SNSI/NSI. Cadets are required to wear their uniforms during uniform inspection Wednesdays and are expected to adhere to Navy grooming standards. Failure to wear the NJROTC uniform on uniform inspection days will result in the cadet receiving an “F” for the quarter and the process to be removed from the program at the end of semester will begin immediately. Cadets that continually fail to show the level of participation and effort required and or continue to be a discipline problem may be dropped from the NJROTC program.

11. PROMOTIONS AND APPOINTMENTS

All officer and chief ranks are appointed by the SNSI/NSI; the only permanent ranks are the earned enlisted ranks. The Company Staff positions are all appointed and the ranks that go with the position are also appointed. If a cadet for whatever reason is removed from a staff position then the cadet loses the rank that is associated with that staff position. Consequently the cadet reverts back to the highest enlisted rank achieved/earned. Additional misconduct or poor performance may lead to reduction in enlisted rank through the determination of the Senior Naval Science Instructor (SNSI) and Naval Science Instructor (NSI). Cadet ranks may change anytime, based on performance, size of unit, and SNSI/NSI determinations.

12. BASIC CADET RESPONSES

There are five (5) basic responses that all cadets will use when addressing adults/superiors. Cadets shall use the word “Sir” for males and “Ma’am” for females as appropriate. The five responses are the following:

a. “Sir, Yes Sir”

b. “Sir, No Sir”

c. “Sir, Aye Aye, Sir”

d. “Sir, No Excuse Sir”

e. “Sir, this cadet does not know but will find out, Sir”

13. REQUIRED FORMS

There are seven (7) required forms that cadets must complete and return to their appropriate NJROTC instructor. The cadet can not participate within the unit without timely completion of these forms. The SNSI/NSI will promulgate at the beginning of each school year the deadline dates for all seven forms. The required forms are with their appropriate due date in parenthesis.

1. Purpose: To establish requirements for initial rank assignments for members of the Princeton NJROTC Unit.

2. Background: Assignment and advancement in rank in the Princeton NJROTC unit is based on demonstrated performance without regard to race, gender, or religious preference.

3. Eligibility: This document specifies the initial assignment of rank criteria and will be followed at a later date by a comprehensive advancement and promotion policy.

a. Seaman Recruit Eligibility

Time in unit: Two weeks minimum

Uniform: (1) Received initial outfitting of uniform

(2) Passed uniform inspection

Designation: No rank insignia is given for seaman recruit

b. Seaman apprentice eligibility

Time in unit: Three months minimum

Time in rate: Three months

Uniform: Passed 3 uniform inspections with a (80) or higher.

Academic: Currently maintaining at least a “C” (70) in NJROTC

Leadership: Average of personnel inspections, drill and participation of “C” (70).

Written Tests: Military time, NJROTC awards, Unit Chain of Command, General Orders

Designation: Seaman Apprentice Device

c. Seaman eligibility

Time in unit: Five months minimum

Time in rate: Three months

Uniform Personnel Inspection average of “B” (80)

Academic: Currently maintaining at least a “C” (70) in NJROTC

Leadership: Average of personnel inspections, drill and participation of “C” (70).

Written test: Military rate/ranks, Uniform wear, Customs, Courtesies, Ceremonies, COC

Practical Demonstrate ability to respond to all standard facing commands, salutes, and

Basic marching commands.

Designation Seaman Device

d. Cadets transferring from other JROTC units may receive rank up to but not above rank previously held, not to exceed the rank of Chief Petty Officer, upon presentation of their verified record at the previous units. The SNSI and/or NSI may determine the level of rank depending on demonstrated ability and after fulfilling the minimum requirements set forth in paragraphs a and b.

Written test: Personnel Inspection, Military Drill (w/wo arms), and

National/Organizational Flags

Practical exam: Demonstrate ability to lead a squad in all standard-facing commands, salutes,

And basic marching commands.

Designation Petty Officer Third Class Device

b. Cadets transferring from other JROTC units may receive rank up to but not above rank previously held, not to exceed the rank of Chief Petty Officer, upon presentation of their verified record at the previous units. The SNSI and/or NSI may determine the level of rank or rate depending on demonstrated ability and after fulfilling the minimum requirements set forth in paragraphs a and b.

Time in rate: Five months.

Overall grade: Currently maintaining at least a “B” (80) averages in NJROTC

Academic: Currently maintaining at least a “B” (80) in NJROTC

Leadership: Average of personnel inspections, drill and participation of “B” (80).

Aptitude: Aptitude average of “B” (80)

Citizenship: Recommendation from all current teachers

Written tests: Health, Physical Fitness, First Aid, Survival, and Orienteering

Practical Exam: Demonstrate ability to lead a platoon in all standard-facing commands, salutes,
