DEFINITION
To perform a wide variety of responsible and complex or routine clerical, administrative, and support work to assist the Community Development Department functions and programs and to provide information and assistance to the public.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Perform a variety of technical, routine, and non-routine clerical and administrative duties in intermediate to advanced administrative support to the department. Perform some research activities and program development necessary to accomplish varied or complex assignments.
Provide courteous customer assistance by phone or counter and assist customers with the completion of forms and documents. Relate to the customer all appropriate documentation required to process application or permit and ensure technical completeness for all applications. Complete research as requested by Department Director for applications and permits.
Provide clerical and administrative support to the Community Development Director and planning staff. Prepare and distributes notice and a variety of reports. Process and complete public records requests according to city policy and state law.
Serve as the Planning Commission and Parks Board clerk. Responsible for meeting agenda and minute preparation and distribution.
Serve as the System Administer for the permitting system and maintain permit and filing systems for the department. Maintain other department filing systems in accordance with city policy and state law.
Complete documentation necessary for the issuance of permits, stop work orders, certificates of occupancy for residential and commercial buildings. Ability to calculate fees for all residential and commercial permits and applications. Issue receipts and balances cash and negotiable instruments received; maintain documentation of issued permits and ensure compliance with established ordinances.
Review applications and ensures technical completeness.
Provide information to the public and staff regarding procedures, zoning and environmental ordinances, comprehensive and capital facilities plans and building codes.
Back up other department staff as necessary.
Must be able to communicate, read, write and understand instructions in English.
Miscellaneous Duties:
Attend meetings as requested by Director.
Prepare notes/minutes of meetings as directed.
Serve as liaison with other agencies or individuals as requested.
EDUCATION AND EXPERIENCE
Associate's degree (A. A.) or equivalent from a technical school; and two to four years related experience and/or training; or equivalent combination of education and experience. Any equivalent combination of education and experience which provides the applicant with the knowledge, skills, and abilities to perform the job may be accepted.
LANGUAGE SKILLS - ENGLISH
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
TOOLS AND EQUIPMENT USED
Typewriter, personal computer, including word processing, spreadsheet, data base, page layout and graphics software; recording machines; 10-key calculator; phone; copy machine; fax machine; laminator; binding machine.
