POLICY COUNCIL MINUTES

NKESC – OAKLEY

THURSDAY, SEPTEMBER 17, 2015

5:30 – 6:45 P.M.

1.  ROLL CALL - TOTAL PRESENT - The regular meeting of the NKESC Head Start/Early Head Start Policy Council was called to order by S. Hubert at 5:37pm. A. Gardner announced roll call. Twelve were present.

2.  ADDITIONS TO THE AGENDA SEPTEMBER 17, 2015 - 7a. CACFP Audit

3.  APPROVAL OF THE AGENDA SEPTEMBER 17, 2015 - Motion to approve the agenda with additions made by: M. Urrego, seconded by A. Huffman, motion carried 12-0.

4.  APPROVAL OF POLICY COUNCIL AUGUST 2015 MINUTES AND NKESC BOARD MEETING MINUTES AUGUST 2015 - Motion to approve August 2015 minutes approved by L. David, seconded by M. Urrego, motion carried 12-0.

5.  SIGNATURE FONT LOG - K. Eberle trained Policy Council members on the process of the signature font log and the reason for it. K. Eberle stated a disk has to be checked out every time a check is written and an electronic signature was placed on a disk. Then the disk is checked back in after completed. There is a segregation of duty to protect the funds.

6.  EHS & HS MONTHLY BUDGET & REVIEW - K. Eberle trained policy council members on HS/EHS staff allocations and how percentage breakdown of allocations work. S. Hubert trained policy council members on the financial statements. Motion to approve the monthly financial statements as presented and the payment of warrants made by K. Carston, seconded by B. Carston, motion carried 12-0.

7.  CACFP MEAL COUNT & ENROLLMENT #s FOR AUGUST

AUGUST HEAD START MEAL COUNT - 1,022

AUGUST MEAL REIMBURSEMENT RECEIVED - $5682.35

HEAD START AUGUST ENROLLMENT - 210

EARLY HEAD START FEDERAL ENROLLMENT - 36

EARLY HEAD START STATE ENROLLMENT - 30

8.  INTRODUCE NEW MEMBERS-COMPLETE DEMOGRAPHIC SHEET - A demographic sheet was passed out for all members to fill out.

9.  ASK OLD MEMBERS FOR SUGGESTIONS TO MAKE PC STRONGER - A form with an envelope was passed around for each member to fill out for suggestions.

10.  TRAINING PLAN - TINA PAYNE BRYSON-OCTOBER 12TH - S. Hubert trained policy council members on the upcoming training.

11.  MAP OF SERVICE AREA - S. Hubert trained policy council members on the Head Start and Early Head Staff map which shows where all HS sites are located and number of students in each site and how many Early Head Start students are served in each county. A map of the Special Education Service Providers showing which providers service each county was also discussed.

12.  HEALTH/SAFETY SCREENER SUMMARY - S. Hubert trained policy council members on the Health/Safety screener summary and discussed concerns in the sites. Sherman Co is the concern at the moment. Working on getting the old playground moved to the new playground. Questions were asked and discussed.

13.  LIST OF POLICY COUNCIL TRAINING OPTIONS - Discussed the upcoming training in October.

14.  PROGRAM INFORMATION REPORT (PIR) - S. Hubert trained policy council members on the PIR. The PIR is used to see how the program has been doing. No questions were asked.

15.  IDEAS FOR PROGRAMS AT POLICY COUNCIL - A form was passed around for members to list areas they would like to learn in for presentation programs at Policy Council.

16.  WORK PLANS-AVAILABLE FOR REVIEW - S. Hubert trained Policy Council members on the work plans. They are written from the performance standards. The work plans were passed around for review.

17.  CACFP AUDIT - SEPTEMBER 14-16 - S. Hubert stated that the CACFP audit was completed and there was not any findings.

18.  FISCAL/ERSEA REVIEW RESULTS - S. Hubert trained policy council members on the Fiscal/ERSEA results. There was no area of noncompliance found during the course of the review.

19.  MONITORING REVIEW SCHEDULE - S. Hubert trained policy council members on the monitoring review schedule. During these reviews they are looking at leadership, governance management systems, comprehensive services and school readiness.

20.  COMPREHENSIVE SERVICES AND SCHOOL READINESS REVIEW - S. Hubert trained policy council members on the CSSR review, what the review was, the reason for the review, and what will be taking place during the review.

21.  NEW HIRES:

Motion to approve new hires made by K. Carston, seconded by B. Carston, motion carried 12-0.

24.  PROGRAM - no program for September was given.
