KASPER Report Reference Sheet
Procedure to determine if requesting a Kentucky All Schedule Prescription Electronic Reporting (KASPER) report is appropriate:
- Is there probable cause to suspect a principal in your case of a controlled substance related violation that could affect your client?
- Document the reasons you feel a KASPER report is required for your case.
- Discuss the need for a KASPER report with your supervisor.
- Discuss the need for a KASPER report with your SRA.
- Contact local law enforcement if you and your supervisors feel they should be advised of the case.
- Contact Drug Enforcement and Professional Practices (DEPP) at (502) 564-7985 with any unresolved issues relating to the controlled substance allegations and to confirm that a KASPER report will provide the information needed.
- Fill out a Court Order.
- Review the reasons for the request with the Family Court Judge and obtain signature on the Court Order.
- Print or type the name of the judge on the Court Order.
- Mail the signed Court Order to the DEPP Branch.

CAUTION:
- Taking a large amount of controlled substances is not necessarily a violation of the controlled substance act.
- Seeing more than one physician is not necessarily “doctor shopping”.
- ALL information contained on the report should be verified with the dispensers. Due to identification issues some KASPER reports may contain data for persons other than the person for whom the report was run.
- You should always suspect the accuracy of the data on the report before you suspect the individual of any criminal activity.
- Sharing a copy of a KASPER report outside the provisions of KRS 218A.202 is a class D Felony.
- The auditing branch of the Office of the Inspector General will audit appropriate use of the KASPER system by CHFS personnel.
KASPER is an extremely valuable tool for authorized individuals to fight misuse, abuse and diversion of controlled substances. Help preserve the integrity of the program by using the tool appropriately!
