Guidance Notes to completing the Quick Look Premises Check List/Annual Return

Introduction

The LA has an auditing/monitoring role in respect of statutory checks. This form is issued to all schools as part of the Premises Logbook and requests confirmation that the statutory and essential maintenance checks have been completed. This information is required to ensure that schools are carrying out their statutory duties in maintaining their premises under delegated powers. This list does not include other non-statutory recommended checks and tests the school should be completing in relation to premises maintenance. A new form will be issued annually to take in to account any changes in legislation.

It is mandatory for all schools to complete the form and return to the ScAMP officer by the date shown at the bottom of page 3. The return address is also shown at the bottom of page 3.

Purpose of the return

The form is designed to assist the LA in fulfilling its auditing/monitoring role in respect of statutory checks, and to show that schools are complying with legislation. The data will also assist in highlighting the areas that schools need assistance or guidance with.

Completing the return

Please complete all sections shaded in grey, per example below, where a school does not have a piece of equipment they are to mark the relevant section “N/A” as can been seen below. The dates for the checks should be the latest dates recorded for that particular item of equipment, where more than one piece of equipment has been checked i.e. boilers then the financial year of the check(s) should be entered with the number of items shown in brackets per example below:

Action to be taken on Non-returns

When a school fails to send in a completed form it will be assumed that the school has not completed the required maintenance checks. Children Services will instruct Property Services to undertake these checks, and the cost for the checks will be charged to the school. In addition to the cost of the checks an administration fee may also be applied and charged to the school. Further action may also be taken against a school for failing to carry out its statutory duties.
