Personal Emergency Evacuation Plan – Code of Practice

Personal Emergency Evacuation Plans (PEEP’s) are usually drawn up where an individual may have difficulty evacuating the building on their own. They may be developed where assistance is needed temporarily, for example following an operation or accident, or where an individual has a permanent disability.

The purpose of a PEEP is to outline the emergency action to be taken by the PEEP Owner and the support that will be provided to them.

Where an individual is not physically able to evacuate the building unassisted they would be required to make way to a refuge to await further help. If the individual cannot exit the building using the stairs, they would not be physically evacuated from the refuge unless there was a confirmed fire in the building. The risks to the individual from being manually handled are greater than remaining in a safe refuge.

The PEEP should be developed by the Building Controller in conjunction with the proposed PEEP Owner, when the PEEP Owner contacts the Building Controller. Assistance will be provided by Health, Safety & Wellbeing Department where required.

The form below can be used to draw up the plan and a copy provided to each of the persons included in it.

The contents are confidential and should only be shared with the persons named in the PEEP.

Means of Communication

(Some buildings have been fitted with communication phones in the refuge stairs. If fitted, these are programmed with the Building Control Point number, which is next to the fire alarm panel and also Maxwell Emergency Number 295 3333)

For the evacuation plan to be effective, it is imperative that the Building Control Team are made aware during the emergency situation that ………. is in the refuge and may need assistance to be safely evacuated from the building.

PEEP Owner……………….will programme the Maxwell Security Emergency Number 0161 295 3333 into their mobile phone, if they have one, as an additional precaution in case emergency phones are not available or working.

In addition, each of the buddies will also programme the Emergency Number into their mobile phones.


Evacuation from the Building

In normal circumstances ……………….would not be evacuated from the building, unless there was a risk to their safety by remaining in the building.

In the event of a full building evacuation being required, i.e. a confirmed emergency situation – not a drill or false alarm, …………..will be assisted to evacuate the building.

Updating this Plan

It will be the responsibility of the PEEP Owner and the Building Control Team to update this plan in the event of the PEEP Owner’s need for assistance changing; the Evacuation Plan being modified; or any alterations being made to the building, which would affect the safe operation of this plan.
