Completion of the CEDS is an important annual achievement for STCRPDB. The CEDS is a way for Southern Tier Central Regional Planning and Development Board to set priorities for the future and evaluate the success of prior projects. STC evaluates the success of the CEDS with the following metrics:

  • Number of jobs created after implementation of the CEDS;
  • Number and types of investment undertaken in the region;
  • Number of jobs retained in the region;
  • Amount of private sector investment in the region due to the CEDS; and
  • Future versions of the CEDS will also be evaluated by measuring the use of this document by organizations and municipalities throughout the STC region.
  • Beginning this year STC will track instances of sustainability being used as a decision making criteria in projects and plans throughout these three counties.

Revisions since the 2011 CEDS:

The 2012 CEDS is a complete re-write of the 2011 CEDS. STC incorporated a more focused and precise narrative into the Comprehensive Economic Development Strategy. The following changes were made to this CEDS:

  • The 2012 CEDS is approximately 50 pages shorter than last years’ CEDS.
  • The 2012 CEDS includes several new illustrations; large maps of the region were included to make the document more accessible and useful.
  • The 2012 CEDS includes a comprehensive narrative of the goals (Chapter 3).
  • The 2012 CEDS includes a “Diagram of STC Network Connections” and the STC annual calendar of activities.
  • The 2012 Plan of Action (Chapter 6) is more concise, and should provide additional support for the listed projects in other grant application processes.
  • The 2012 Regional Economic Profile (a part of Chapter 7) includes additional information and several new maps and charts.

Revisions since the 2012 CEDS:

The 2012b CEDS is a data update of the 2012 CEDS. STC incorporated a more focused and precise narrative into the Comprehensive Economic Development Strategy. The following changes were made to this CEDS:

  • Sections were added to cover the activities and results of the Southern Tier Economic Development Council, and the activities of the local Workforce Investment Board (CSS Workforce NY).
  • Additional maps and charts were included in the CEDS, and the existing maps were re-formatted for easier use.
  • Revised Vision, to reflect the Vision of the Southern Tier Regional Economic Development Council.
  • Included a Marcellus shale section
  • Included a brief analysis of regional infrastructure needs.
  • Updated the regional profile, for ease of use.

Revisions since the 2012b CEDS:

The 2013 CEDS is a data update of the 2012b CEDS. STC incorporated a more focused and precise narrative into the Comprehensive Economic Development Strategy. The following changes were made to this CEDS:

  • Updated all relevant data for the CEDS and the economic profiles.
  • Included Cleaner Greener Southern Tier Goals into Chapter 2
  • Included a Marcellus shale section
  • Refined existing maps and included EDA Grant Eligibility Map.
  • Revised format of Chapter 5 and Chapter 6.
