POSITION PURPOSE:
Focal program support position with tasks centered on the development and management of all contractual data requirements for complex major programs. Emphasis on interpreting requirements, establishing and executing program management plans/procedures, establishing and maintaining data delivery schedules, resolution of issues concerning data acceptability, maintenance of the CDRL/SDRL, and adherence to program budgets. This position assumes a high degree of proficiency regarding internal and external data-related standards and their contractual application. Incumbent is focal in proposal and cost account support within Technical Data Management
This position works independently and generally provides guidance to lower level TDM personnel as directed by management. In addition, incumbent is often consulted for specialized assistance concerning a developed area of expertise (Technical Data Packages (TDPs), Design Review/Audit data support, specification/contract document change requests). Support is available to the incumbent from the Manager, TDM.

1. REPORTING AND RELATIONSHIPS:

Specialists I & II.

2. SPECIFIC DUTIES:
- Manages data proposal package.
- Participates in proposal strategy meetings. Interprets data
requirements and develops data schedule for Proposal Management. Verifies data approach by working with XXX proposal team and the customer in matters regarding data requirements. Identifies data anomalies. Ensures rights in data are identified.
- Generates proposed labor estimates for major programs, representing the data product, as directed by Proposal Management.
- Participates in contract negotiations as they apply to data. Reviews/approves CDRL/SDRL prior to contract finalization.
- Initiates start-up data management activities upon contract turn-on, maintaining consistency with other related on-going contracts (program phases). Interprets contract data requirements and develops corresponding program data management plans. Develops and executes the program data delivery schedule. Assigns responsibilities for the development and internal review of deliverable data for concurrence by the Program Manager after the contract is awarded. Conducts data calls as necessary to ensure consistency of purpose toward compliance with the CDRL/SDRL.
- The source documents are the Contract/Subcontract Requirements List (CDRL/SDRL), Data Item Descriptions (DIDs), and the Statement of Work (SOW), which are usually included in the contract, and other guidelines as referenced by the data requirements.
- Expedites work, moves documents through the preparation process, and, in general, encourages the timely production of the requisite documents from XXX functional organizations as well as their disposition and submittal to the customer or vendor. Publishes notification of pending/critical requirements. Ensures quality standards are met and any developing issues are resolved prior to data submittal.

- Often questions arise in the interpretation of CDRL/SDRLs which require further definition. Incumbent must provide clarification through research, communication and liaison with Contract Administration, XXX program management and the customer.
- Chief point of customer contact in matters relating to data
deliveries.
- Assists in obtaining approval of data item revisions, Proposed Contract Document Change Notices (PCDCNs), Contract/Engineering Change Proposals (CCPs/ECPs), Proposed Specification Change Notices (PSCNs), as required.
- Composes and co-signs with Contract Administration letters of transmittal to the customer.
- Coordinates DD Form 250 development/shipment per contract.
- Initiates and maintains program Data Management Plans, Data Accession List (DAL), and Contract Data Status Report (CDSR)/Data Schedule (DS), as cumulative reference of all internal and external data development and delivery/customer disposition.
- Generates and maintains data status records and reports on computer database which identify schedules, submittal dates and approval status for each delivered data item as well as flagging delinquent data.
- Supports program/customer reviews and prepares/makes data presentations as required.
- Develops and manages section cost accounts for program data, coordinating/completing program data estimates for completion/costs-to-complete as required.
3. PROBLEM SOLVING:
Ensuring consistent approach to multi-phase program data requirements. Developing a manageable data delivery schedule. Motivating the authors to produce the necessary data on time. Expediting data in-process to assure timely delivery. Since the position is not vested with authority over authors or preparing/reviewing organizations, the only recourse is to establish priorities and report data delinquencies regularly.
Interpretation of proposal and contractual data direction is the product of concurrent interface with affected organizations. The Data Specialist III utilizes this interface to define individual documentation requirements and, at the same time, establish overall data direction.

4. FREEDOM TO ACT:
Incumbent has considerable freedom of action in coordinating and pursuing data management, both during proposal activities and within the assigned program area after a contract is awarded. This position works within a structured range of activities to accomplish goals but, because of high level of expertise, establishes planning, sets priorities, and effects workarounds to meet objectives. Makes independent decisions; develops program data courses of action. Interprets guidelines and directives to determine specific plans and schedules. Makes determination as to whether data product meets criteria for submittal in accordance with contractual and internal requirements. Coaches lower level data managers to increase level of group expertise.
5. CONTACTS:
INTERNAL CONTACTS:
This position interfaces with all levels of XXX to establish proposal position and deliver contractually required data in a timely manner. Close contact is maintained with Program Management, Proposal groups and Contract Administration as well as functional organizations tasked with program data support.
OUTSIDE CONTACTS:
Incumbent establishes liaison with customer, DPRO or vendor counterpart to assure smooth task completion and compliance to data requirements.
6. JOB REQUIREMENTS:
(1) Associates degree in area emphasizing business administration or equivalent training related to documentation. Comprehensive knowledge of technical data as it relates to military contracts, DOD data requirements, and XXX policies/procedures.
(2) Six (6) years experience involving the submittal of technical data prepared for DOD customers or data-related proposal support.
(3) Understanding of contract structure and requirements. Proficiency regarding technical data management. Good communication and leadership skills with a strong sense for organization.
(4) Computer skills (i.e., Word Perfect (Win), Paradox, Quattro Pro (Win)).
