Blackhorse Avenue – Section 2, Road Improvement Scheme

Interim PR Circular Update No. 3 – October 2016

Dear Resident(s),

On behalf of Main Contractor, Actavo (Ireland) Ltd.[formerly known as Sierra Communications Ltd.], and on behalf of Employer, Dublin City Council, I would like to share with you a courtesy update on the progress of the roadworks on Blackhorse Avenue over the past month and a half.

Progress

Since our last update, We have to-date:-

…at Workfront No. 1 (Cabra Gate to Lyndon Gate – south side of road)

(i)Completed the blockwork and placed the stone facing to the new boundary wall fronting the area known as the Poor Man’s Well;

(ii)Constructed the new cast-in-place concrete kerb;

(iii)Placed two sections of new footpath (either side of the Poor Man’s Well);

(iv)Erected railing posts.

…and at Workfront No. 2 (Lyndon Gate to entrance to Park Crescent Apartments – south side)

(i)Completed the construction of new boundary wall at the back of path fronting Park Crescent House (opposite Nephin Road junction)

(ii)Completed the construction ofnew kerb and footpath over same extent;

(iii)Completed the reconstruction[except surface layer to be placed at the end of the Works] of the carriageway over half of same extent, and

…and at Workfront No. 3 (Vehicular entrance to Park Crescent Apartments, to east end of Park Crescent Apartments – south side)

(i)Completed half of the construction of new boundary wall at the back of path fronting Park Crescent House;

(ii)Excavated old footpath and carriageway;

(iii)Placed stone foundation to carriageway area;

(iv)Place new ducting in footpath for ESB Networks over same extent;

(v)Have excavated, and are now constructing new gully pots and gully connections;

…and at Workfront No. 4 (The so-called Pallet Yard – south side)

(i)Completed the construction of a temporary boundary palisade fence – this fence will be removed before Christmas;

(ii)Felled the trees along the boundary of the Pallet Yard;

Meanwhile:

(a)The progress of the Works is currently disadvantaged due to the unavailability of ESB Networks to carry out essential cable relocations at Workfront 3 [fronting Park Crescent House apartments]. Works on Workfront 3 cannot progress further without ESB Networks’ assistance. Similarly, the Works cannot reasonably proceed to Workfront 4 (South) [i.e. fronting the Pallet Yard] until Workfront 3 is completed and re-opened to traffic.

Imminent Plans

[Subject to ESB Networks arriving on Site and carrying out essential cable relocation] The Contractor will now, over the coming weeks, complete the carriageway reconstruction, kerb laying, and footpath contraction fronting Park Crescent House.

Meanwhile, the construction of a new permanent stone-faced boundary wall fronting the Pallet Yard will commence next week, and continue to [same wall] completion by Christmas.

Contrary to as previously suggested, the Contractor has now decided to complete the south side of the road (i.e. up to and including the junction with Springfield Road), before commencing work on the north side of the road. Currently, when works commence on the north side of the road, it is intended to commence at the Cabra Gate end, and proceed eastwards, in section lengths similar to what has been done on the south side of the road.
