CALL TO ORDER:

Paul Edmeades, Acting Chair, called the meeting to order at 10:05 a.m.

ANNOUNCEMENT

Pamela J. Edwards has been appointed as Executive Director for Professional Licensing, moving into this position from Assistant Director.

APPROVAL OF THE MINUTES

Motion(I) was made by Mr. Parker, seconded by Mr. Bowden and unanimously carried to approve the August 22, 2011 meeting minutes.

APPLICATIONS APPROVED FOR REINSTATEMENT

The Board unanimously approved 14 applications for reinstatement.

OLD BUSINESS

Ms Edwards informed the Board that interviews for the investigator are complete and the selection shall occur very soon.

Emeritus Architect Status

The Emeritus Architects status was effective on October 1, 2011. The fee regulation will take effect on November 14, 2011. The Board will then be able to issue Emeritus Architect licenses.

Broadly Experienced Foreign Architect

The Board received an application for reciprocal license from an applicant who was applying under NCARB's "Broadly Experienced Foreign Architect" criteria. The applicant also has the architectural license from another state. The applicant did not take the Architectural Registration Examination.

The Board discussed at length the provision in the licensing statute which permits the Board to grant the reciprocal license to an applicant who is "certified by the Council", and the Board is in receipt "from the Council of a certified copy of its certificate for the applicant that certifies that the applicant is licensed to practice architecture in another state or country. (Section 3-306 (c))".

After a lengthy discussion, the Board concluded that that the applicant has met the requirements set forth in the statute. Motion (IV) was made by Mr. Parker, seconded by Mr. Bowden and unanimously carried to grant the requested reciprocal license.

NEW BUSINESS

By Design Newsletter

Ms Edwards informed the Board that the summer edition of the "By Design" Newsletter was distributed to Board members and licensees via email in early September. Janet Morgan stated that 40.8% of recipients opened the email containing the newsletter.

From NCARB

Stephen Parker reported that he is on NCARB's continuing education committee. They are presently working with AIA's continuing education committee. AIA is considering changing its continuing education requirements to mirror NCARB's.

Also, Mr. Parker informed the Board that NCARB's Practice Analysis is approaching. He further noted that the purpose of the practice analysis survey is to determine the tasks, knowledge and skills newly licensed architects must possess to protect health, safety and welfare of the public. In 2006, a practice analysis survey was sent to all licensed architects in the U.S. They were asked to rate how important tasks, knowledge, and skills were in the profession. The response rate was very high.

Joint Chairs

Paul Edmeades reported that he attended the Joint Chairs meeting on June 14, 2011 on behalf of the Chair. The special fund has a reserve balance of $250,000. The chairs felt there was no need to increase licensing fees at this time.

AIAMD

John Corkill inquired about the hearing on legislation to change the continuing education section of the law. Ms. Edwards stated that hearings would be scheduled before the appropriate legislative committee in Annapolis after the bill is introduced in the 2012 session. Ms. Edwards further noted that after the bill passes, regulations would then be drafted and the Board would hold public hearings to hear comments on the proposal.

There being no further business, motion (IV) was made by Mr. Bowden, seconded by Mr. Edmeades and unanimously carried to adjourn the meeting at 10:50 a.m.
