2. Problem Discussion:
a. Summary Of Problem. Two power cables supplied by Porter Manu
facturing were reported defective by a user at Eglin Air Force Base.
The cables were confirmed defective by TACOM
-Rock Island engineering, safety, and quality assurance personnel. T
hese defects could possibly cause damage to equipment and
/or injury to personnel. There are no reported problems with power c
able assemblies from other manufacturers. The following problems wer
e discovered:
(1) On one cable, on the male connector end the "C" phase pin
has been placed in the Neutral pin
's location and the Neutral pin has been placed in the "C" phase pin
's location.
(2) On the second cable, on the female connector end, the "C"
phase wire has been connected to the Neutral conductor and the Neutr
al wire has been connected to the "C" phase conductor.
b. Parts, Assembly, Or Components To Be Inspected. Power cable
assembly, NSN 6150-00-255-8332, P/N 72289-100, 120
/208V, 3 phase, 60 HZ, 60 amp, manufactured by Porter Manufacturer, C
AGE 0BGA6.
3. User Actions: The following procedures apply only to Porter cable
s NSN 6150-00-255
-8332. There are no reported problems with power cable assemblies fr
om other manufacturers.
a. Task Or Inspection Suspense Date. Inspection shall be perfor
med within five working days of receipt of this message or prior to p
lacing any Porter Cable Assembly into service, whichever event occurs
first.
b. Reporting Compliance Suspense Date. Report findings of any de
fective power cable assembly within five working days using the Army
Electronic Product Support (AEPS)
/Electronic Deficiency Reporting System (EDRS).
c. Inspection Procedures. Inspect all on
-hand power cable assemblies supplied by Porter Manufacturing in curr
ent use or in warehouse stock. Power cable assemblies supplied by Po
rter Manufacturing can be identified by the code 0BGA6 located on a y
ellow band on both ends of each power cable assembly.
(1) To test for the conditions reported in paragraph 3a
(1) and 3a
(2) above, you will need a multimeter in continuity mode. A multimete
r is available in the General Mechanic's Tool Kit, NSN 5180-01-481
-8389, 5180-01-483-0250 and 5180-01-483-0249, and the Multi
-Capable Maintainer Tool Kit, NSN 5180-01-493-1664 and 5180-01-493
-1665.
(2) Each power cable assembly must be tested individually and
not while connected to any additional power cable assemblies. Touch
one lead of the multimeter to the A phase pin of the cable assembly.
The phases are identified by raised letters inside of the connectors
. Touch the other multimeter lead to the A phase socket on the other
end of the cable assembly. The multimeter should indicate continuit
y. Repeat this test for phases B and C, the Neutral, and the Ground,
in turn.
d. Tag as defective, isolate and report any cable that does not
have A - A, B - B, C - C, N - N or G - G continuity. Report defectiv
e power cable assemblies via a SF
-368 Quality Deficiency Report. This can be done via the AEPS

-7698. Power cable assemblies, which are tested and are not defectiv
e, may be returned to service or stock with no restrictions.
4. TACOM/PM Actions:
a. Actions are underway to screen all depot stock of Porter Manu
facturing supplied power cable assemblies.
b. At request of TACOM, Porter Manufacturing reviewed inspection
procedures and implemented two changes: 1) in addition to the cable
assembler a second person must now check the wiring color codes befor
e the connector shell is closed, and 2) a new continuity tester was m
ade which eliminates human error and also assures correct placement o
f the long pin (Neutral) and short pins (A, B, C phases) in the conne
ctor.

a. Requisitioning Instructions. Replacement cable
(s) will be shipped upon receipt of defective Porter cable(s).
b. Disposition. Disposition instructions for defective power ca
ble assemblies will be provided in response to SF-368.
