Request for Proposals
Franklin Granville Vance (FGV) Smart Start, Inc. and its Board of Directors are currently seeking funding proposals from Direct Service Providers for Fiscal Years 2018-2021 that will provide programs to improve child care quality in Franklin, Granville and Vance Counties in North Carolina for children aged birth to five years. Activities to be funded shall include assisting child care facilities with: (1) Improving quality (including helping one- and two-star rated facilities increase their star ratings); and (2) Implementing pre-kindergarten programs. State funding for Franklin Granville Vance Smart Start, Inc. shall also be used for evidence-based or evidence-informed (EB-EI) programs for children aged birth to five years that promote the following:
(1) Increase children's literacy.
(2) Increase parents' ability to raise healthy, successful children.
(3) Improve children's health and well-being.
(4) Assist four- and five-star rated facilities with improving and maintaining quality.
Bidders will also be required to provide contributions of cash and in-kind donated resources equal to a total matching fund requirement of nineteen percent (19%). Only in-kind contributions that are quantifiable shall be applied to the in-kind match. Subsequent fiscal years in the multi-year bidding period will be executed ONLY after a satisfactory evaluation of performance and availability of funds is confirmed.
A mandatory Bidder’s Conference will be held on Thursday, October 5, 2017 at 10:00 a.m. and 2:00 p.m. respectively at 125 Charles Rollins Road, Henderson, N.C. 27536. Full activity descriptions, application packets, and other pertinent information will be available at the Bidder’s Conference. Applications will be accepted from any public agency or organization, private for profit, or private non-profit agencies with 501C-3 status.
