Functional responsibility: Risk and Loss Prevention Supervisor
Job function:
- The Loss Prevention Engineer provides overall guidance and leadership with respect to the loss prevention for the project. Develops and maintains the Project's Loss Prevention Philosophy. Ensures that the EPC Contractors' loss prevention plans are developed, then effectively implemented and monitored. Conducts onsite checks to see if equipment is installed as designed. Keeps the OIMS Manager or Technical Manager informed of loss prevention matters that could potentially jeopardize Project Objectives.
Responsibilities and duties:
- Interpretation of the Client and Industry Standards for:
- Storage tank protection (including NGL, LNG, Crude, etc.)
- Spacing and layout requirements (Onshore and Offshore)
- Fireproofing
- Relief and flare including isolation and depressurizing
- Survival systems, escape, evacuation and rescue
- Fire and gas detection and alarm systems
- Fire extinguishers and fire fighting
- Fire water systems, foam systems, CO2 systems, and water mist
- Passive fire protection
- Drains and sampling
- Site containment and drainage
- Shutdown systems
- HIPPS systems
- SIL assignment
- Blast studies, consequence analysis, vapor dispersion analysis
- Write early Loss Prevention Philosophy document as to give direction to a FEED Contractor
- Work with FEED contractor to develop project specific specifications, and scope loss prevention studies
- Conduct preliminary consequence studies using PHAST software
- Work with regulatory group to understand in country regulations for loss prevention systems
- Work with the Project Risk Coordinator to integrate loss prevention studies into and overall project Risk Plan.
- Issue Final Loss Prevention Philosophy including project loss prevention specifications and required loss prevention studies in the detailed engineering bid package
- Work with detailed engineering contractor to verify compliance with the Loss Prevention Philosophy and to respond to contractor queries
- Review deliverables produced by the detailed engineering contractor
- Verify loss prevention studies to be conducted by subcontractors are correctly scoped out and results implemented
- Perform onsite check of facilities at 50% and 90% complete stage to verify equipment built as designed
- Attend / input into HAZOPs and risk assessments as required
