FOOTPATH PROVISION BETWEEN HERBERT AVENUE AND ROSSMORE ROAD ACROSS HATCHARDS FIELD

1.0Purpose of Report

1.1To consider approval for provision of a footpath and lighting along the existing worn narrow gravel path across Hatchards Field.

1.2The development of cycleways is in line with the Borough’s policy on cycling, which states that a safe, secure and convenient network of cycleways will be developed and maintained to encourage this particular form of transport.

2.0Recommendations

2.1It is recommended that the:-

a) scheme be approved at an estimated cost of £22,000 subject to funding being made available from the sources identified in a) and b) below

b)developer contributions from 2a Arne Avenue (£6,000) be allocated for this scheme.

c)the proposal be referred to the Planning Obligations Working Group for authorisation of the remaining £16,000 from the Planning Obligations fund (open spaces) for Newtown ward.

3.0Information

3.1Ward Councillors have requested the provision of a cyclepath link between Herbert Avenue and Rossmore Road across Hatchards Field. The existing worn narrow gravel path is currently used by both walkers and cyclists including children on their journey to school. This would form a useful addition to the cycleway network by linking to the Herbert Avenue cyclelane, which continues towards Rossmore Community College.

3.2The proposed cyclepath crosses an existing recreational area and the scheme has been discussed and agreed between Leisure Services and Transportation Services. Proposals include the provision of a wider (2.5m) shared use tarmac path. Existing barriers that deter motorcycle use but allow wheelchair access will be retained.

3.3The provision of the path would cost approximately £11,200 and lighting would be introduced to promote a safer nighttime environment across the recreation area, at an estimated cost of £10,800. Funding for the scheme could be obtained through S106 Agreements on the development at 2A Arne Avenue (£6K) and is designated for use on schemes in the locality that promote modes of transport other than the car. The additional required funding could be provided through developer contributions for recreation.
