3. Public Comment/Announcements: (5:40 – 5:50)
The public may address the Committee on any matter within the jurisdiction of the Committee. Should not relate to any item on this agenda since the Committee will take public comment after it discusses and/or before voting on each agenda item. Limit to three minutes. Longer discussion may be slated for following month.
· Antonia: Asked by Chris Nevitt’s office to provide 4 MBAC folks for the inauguration of the bike corral on Pearl. Date: Thursday July 17th @ 3:30 @ Louisiana & Pearl RTD

· Thursday July 31 Platt Park Senior Center: Wash Park Road Loop Planning/Safety meeting @ 6 – 8pm.
4. Presentation: (5:45-6:30) Brad Buchanan, Mayoral Appointee, Manager of Denver Community Planning and Development Department
· Head of Community Planning & Development
· Landmarks, Zoning, Land Use in General is what Brad’s team oversees
· Background in architecture, construction, design/build, development
· Details on Mariposa Project: Denver Housing Authority (DHA) Project
· Location: South Lincoln Park (Near Osage RTD stop)
· DHA received grant for this project
· Dates of Execution: Phase 1 finished 2009, will continue for 3 or 4 more years
· Similar project in Sun Valley (14th & Zuni) coming in the near future
· Novel planning and design process – “experiential design” – less about design and more about the use and experience of the space. If the use/experience of the space is understood, the design becomes clear
· Upcoming Survey – “My Favorite Place” collect feed back on what the characteristics of peoples’ favorite places are. This will help with the effort of “Placemaking”. Key Note: Cycling is not separate, cycling is part of the conversation of place making
· Most Significant Project in Denver: Globeville, Alyria and Swansia. Colorado to I-25, north of I-70. I-70 will go below grade and come above ground at Brighton. Reason for this: Recreate the lost connectivity that was caused by current location of I-70 (1950’s). This project will include the transformation of The National Western Center. MBAC should be at the table for the conversations about how these neighborhoods will be transformed. Sun Valley (south of Mile High) will be undergoing similar transformation. Brad encourages MBAC to look for opportunities to show up and get engaged in these planning processes
o Question: How to get involved? Think holistically and reach out to Brad’s organization for details and documents
o How to be “At the Table”? Two plans going on – Kelly Leid / North Denver Cornerstone Collaborative. Next meeting: Katie will email details, it’s at the Western Center. Also meet with Steve ? and Karen ?
o MBAC Leadership will get in touch w/Brad’s team to get MBAC linked into the planning
o How does Public Works, Community Planning & Development (CPD) and MBAC all work together? This happens today (Emily) by looking to various groups and plans (DPW, Complete Streets, Denver Moves). DPW and CPD talk extensively, it may be that MBAC just needs to engage a little more
o The “Westwood” plan will start this fall, MBAC could identify an individual member to get involved in that planning process. Could send one member to each: Globeville and Swansia as well. “People who show up get to make the decisions”
5. DPW Updates: (6:30-6:50)

d. New bike planner starts on Monday 7/14
e. TIP – Transportation Improvement Program:
i. DRCOG document being submitted next Tuesday – outlines 10 categories and criteria for projects within those categories
ii. Each category has its own specified dollar allocation. See DRCOG documentation for details, total dollar value 131M, 21M of which is bike/ped (July 2014 MVIC Policy.pdf)
iii. Examples: MLK expansion, i-25 & Broadway exchange, 56th avenue extension, and the big dog – alameda reconstruction between Broadway and Sheridan, Operation Improvement Project = Quebec between 11th and 23rd.
iv. Bike & Ped Category: Bike Hub at Denver Union Station, 1st Avenue University to Downing. DPW does look to prior plans and feedback from MBAC as they look for projects within each category. On the parks end, wooden bridge across cherry creek in Confluence Park (based on Confluence Park Master Plan)
v. Also: Parks looking at potential Highline Canal crossing enhancements at Leetsdale and Parker Road.
vi. Funding Decisions are made based on opportunities for funding and what work needs to be done. Decisions based on what projects are appropriate for what funding sources. DPW leads this funding committee with Parks, CPD, Mayor’s Office…
vii. There are other potential projects – Emily and Jay have the whole list. Key to remember that once funding is acquired projects need to be nearly “shovel ready”
viii. Broadway design plan is coming, but cost estimate is not yet available (b/c Golden Triangle does not cover whole area)
ix. As projects come to mind, MBAC members should contact Tom and infrastructure committee to coordinate communication.
