DUI Enforcement Awards Banquet

On May 3, 1980, Candy Lightner’s 13-year-old daughter, Cari, was walking in her residential neighborhood in Fair Oaks, California, on her way to a church carnival when she was struck from behind by a drunk driver who briefly passed out, then came to and drove off after having killed the young girl. Cari’s body had been thrown 125 feet and was so badly mutilated that her organs could not be donated.

The crime was committed by a repeat DWI offender who had been released on bail for a hit and run drunk driving crash only two days before he killed Cari, his fifth offense in four years.

For the past 30 years, Mothers Against Drunk Driving has saved over 300,000 lives and counting. We could not have done it without the support of law enforcement agencies throughout the United States. Thank you.

It is time for MADD’s annual DUI Enforcement Awards Banquet. The MADD Arizona State Organization is pleased to embrace law enforcement agencies and prosecuting attorneys in Arizona and hope you will do the same by nominating an officer or representative from your agency who has exhibited the following qualities:

  • Officer contributes to reducing the DUI problem by his/her involvement in many DUI arrests.
  • Does a quality investigation, along with treating the violator professionally and respectfully.
  • Presents information well in court, possibly a court-certified DUI expert.
  • Officer has involved the community in the DUI problem through public speaking and other actions.

The San Carlos Apache Motor Vehicle Injury Prevention Program (MVIPP), operated by the tribal police department, set out in 2004 to reduce alcohol impaired driving and reduce motor vehicle crashes (MVC) and injuries through the implementation of effectives strategies. Sobriety checkpoints, saturation patrols, 0.08 BAC law enforcement, and program marketing were some of those strategies. The Department’s “390 Task Force,” a multi-agency group of law enforcement officers, is responsible to conduct checkpoints, patrols, and public education. In 2010 they made 359 DUI arrests, had the fewest nighttime MVCs, nighttime MVCs with injuries/fatalities, and the highest driver occupant restraint use since 2004. They observed a 17% increase in DUI arrests, a 30% reduction in MVCs with injuries/fatalities, a 38% reduction in nighttime MVCs, a 39% reduction of nighttime MVCs with injuries/fatalities, a 29% reduction in overall MVCs, and a 108% increase in driver occupant restraint use (2004-2010). The 2010 completion of an external program evaluation concluded every $1 spent on the MVIPP saved $9.86 in total medical costs; $2.7 million saved (The IHS Primary Care Provider; Vol 35(12): 2010). Finally, a grant was awardedallowing the MVIPP/390 Task Force to sustain and enhance operations through 2014.

The MVIPP/390 Task Force is a dedicated group from which many Tribal communities and other rural organizations can learn to PREVENT motor vehicle crash related injuries/fatalities. I strongly recommend the San Carlos Apache Tribe MVIPP for the 2010 MADD DUI Task Force Unit award.
