APPLICATION FOR EPCC

MOZAMBIQUE FIFTH LICENSE ROUND

This section applies across the entire scope of application of the regulations.

An applicant should submit details of the Health, Safety (Safety Culture) and Environment protection systems, including applicant’s policy not known to Mozambican authorities and corporation wide records of the same for the last 3 years.

Harm or danger of harm to people, the environment or to installations, pipelines and equipment must be prevented or limited. A high standard of operational regularity and safety is in the interest of all petroleum industry stakeholders. To reach the level of acceptable conduct systematic procedures and assessments must be made and documented in all phases of the petroleumactivities.

The applicant thus must demonstrate its HSE systems and their implementation with regard to risk reduction through the applicant’s choice and implementation of technical, operational or organisational solutions. Solutions must demonstrate that individual as well as an overall evaluation attain appropriate HSE standards and also reduces future potential harm and that

future use offer the best results.

NOTE:

INP objectives are to ensure the success of the systematic effort needed to prevent faults and dangerous situations or undesired conditions arising or developing, and to limit pollution and injury to persons and damage to equipment, a favourable health, environment and safety culture must pervade all levels of the individual activity/establishment.

INP also recognises that a favourable health, environment and safety culture is also needed to ensure continual development and improvement of health, environment and safety.

Principal applicable legislation: Law No. 21/2014, of 18th August (Petroleum Law) and Decree No. 24/2004, of 20th August (Petroleum Operations Regulations to be updated).

Applicants are asked to submit Information in A4 Format.

HSE REQUIREMENTS

  1. OPERATOR REQUIREMENTS
  1. QHSE Policy Statement(s)
  2. Evidence of established and implemented QHSE Management System(s)
  3. QHSE certification(s) according to best international industry practice (e.g., ISO certification 9001, ISO 14001 and/or OHSAS 18001), with copies of certificates approved by the awarding official entities.
  4. A copy of the Quality, Health, Safety and Environment Management System(s) (QHSEMS), or equivalent.
  5. A copy of Corporate Social Responsibility reports or initiatives for the past three (3) years.
  6. Experience as operator in environmentally sensitive areas.
  7. QHSE record of material events for the previous three (3) years including oil spills, site fatalities and injuries, major fires and explosions, mechanical/structural failures, emissions and waste, and main remedial efforts.

  1. QHSE Policy Statement(s)
  2. Evidence of established and implemented QHSE Management System(s)
  3. QHSE certification(s) according to best international industry practice (e.g., ISO certification 9001, ISO 14001 and/or OHSAS 18001), with copies of certificates approved by the awarding official entities.

Note: Approval will be needed if a Partner is to become Operator (at a later date), as it will have to meet the thencurrent QHSE Operator requirements and be in compliance with the appropriate laws and regulations.
