THE ANSON COUNTY BOARD OF COMMISSIONERS convened for a recessed meeting on Tuesday, April 14, 2009 beginning at 6:00 P.M. at the Polkton Depot in Polkton, North Carolina.

After a delicious meal served by the Polkton Women’s Club, Chairman Baucom called the recessed meeting to order.

Dr. McKay, President of South Piedmont Community College, welcomed those in attendance. Dr. McKay stated that they always enjoy this meeting not only for the good food but the chance to talk with the powers that be in Anson County. Dr. McKay voiced appreciation for all the Board does for them and they will continue to work with the board to do a better job of serving Anson County. Dr. McKay introduced the SGA President, Jasmine Lloyd to those present adding that she was a pre-nursing student. Dr. McKay invited those present to attend graduation for the first Early College class scheduled for May 14 at 6:00 P.M. Dr. McKay asked those wishing to attend to call Ms. Adams for a reserved seat. Dr. McKay shared that the mobile unit purchased two years ago has been a blessing and without it they could not do all the things they do. Dr. McKay shared information about a group formed on campus to do long range projections and planning of facilities in Anson County. Dr. McKay presented a handout of information including the following list of needs:

Dr. McKay commented that this was the same list presented last year and he knows the Commissioners and staff are working to find the funds. Dr. McKay presented college enrollment from 2003-2008 as follows:

Dr. McKay presented a guaranteed job ready proposal with the objective being to assist low-skilled, unemployed adults gain the personal skills needed to become job ready. Dr. McKay stated that they were working on this through the Golden Leaf Community Assistance Grant program. Dr. McKay stated that the proposal developed from the one presented in the Sanford Holshouser report several years ago. Dr. McKay explained that this works on personal skills and a job ready individual will have a written career plan, career readiness certificate, work certified certificate and other certificate as required. Dr. McKay stated that the program will be taken to all communities in Anson County through a customized bus they plan to purchase. Dr. McKay stated that the bus would have two computer labs with required software to deliver the program. Dr. McKay stated that the bus would also be available at the Lockhart-Taylor Center in Wadesboro. Dr. McKay stated they will present this project to Golden Leaf in hopes of receiving the necessary funding.

Dr. McKay stated that they had to revert 4% of their budget or almost one-half million dollars to the State. Dr. McKay commented that they were serving 2-3,000 more people with 4% less money.

Chairman Baucom asked if any other county in the state had a guaranteed job ready program with Dr. McKay answering he had not checked it out but would. Chairman Baucom, on behalf of the Board, thanked Dr. McKay for the meeting and voiced appreciation for the effort and the work they do to make sure citizens of Anson and Union counties have the opportunity for higher education. Chairman Baucom voiced that next year would be a lean budget year but they will do the very best they can to do the best they can for the college. Chairman Baucom voiced that we were excited about the possibilities of Legacy Park in Union County and feels it can do for this area of North Carolina what the Research Triangle Park has done for the triangle area. Commissioner Sims voiced that the simplest way he could state his pride in South Piedmont Community College was to say that they were right up there with Carolina basketball.

Chairman Baucom announced the move into the new government office building in downtown Wadesboro. Chairman Baucom shared that she recently learned that this was the site of the third Anson County Courthouse. Chairman Baucom invited those present to come take a look. Chairman Baucom introduced Vance Gulledge, the County Manager. Chairman Baucom shared that Mr. Gulledge served as Utilities Administrator for 20 years prior to serving as Interim County Manager and now Manager. County Manager Gulledge then introduced Bonnie Huntley, Clerk to the Board, Rita James, Data Processing and Robert Thomas, Finance Officer. County Manager Gulledge announced that Joe Dutton was recently hired as Tax Collector.

This was the end of the Trustee meeting.

County Manager Gulledge shared with Board members a list of potential names receive for the new building. County Manager Gulledge stated that Harold Skipper felt Taron Jones served the county well and long and felt it would be appropriate to name the building after Dr. Jones.

County Manager Gulledge stated that 2 additional quotes on the canopy for the building came in after the last meeting. County Manager Gulledge stated that they have tried for 2 weeks to get a quote from Tony Baker and Kenny Williams with no word from them. County Manager Gulledge presented the following quotes:

Commissioner Sims asked how much this differed from Lowery’s second quote with County Manager Gulledge answering about $8,000. Commissioner Sims asked about the work to be performed with County Manager Gulledge stating they were pretty much the same but Lowery’s was $14,939. County Manager Gulledge stated that the $48,600 quote included tearing everything out and starting over. County Manager Gulledge encouraged the Board to make a decision adding that the other day when that hard rain hit the deck it ran right in the lobby. Commissioner Woodburn asked the County Manager for his recommendation with County Manager Gulledge recommending standing seam metal. County Manager Gulledge stated that based on pictures he knows Carolina Canopies would do a fantastic job but that Lowery’s had the best quote for standing seam. Chairman Baucom asked about color with most feeling some shade of green would be best. After discussion, motion by Commissioner Woodburn, seconded by Commissioner Spencer, to accept the County Manager’s recommendation for Lowery’s Construction for the standing metal seam in the amount of $14,939. Motion carried unanimously.
