Re: Community Festival of the Madonna

Approval is granted for the Madonna Della Risurrezione Parish to close Fisher Avenue between Normandy Crescent North and Falaise Road for its Annual Community Festival, subject to the following conditions:

  1. The above-specified street closure may be in effect on Friday, 29 May 2015 from
    6:00 p.m. to 1:00 a.m. the following morning, Saturday, 30 May 2015 from 6:00 p.m. to 1:00 a.m. the following morning and Sunday, 31 May2015 from 8:00 a.m. to
    11:00 p.m.
  1. Approval is also granted for the Madonna Della Risurrezione Parish to conduct a procession on Sunday, 31 May2015 from 11:00 a.m. to 12:00 noon using the following City of Ottawa streets:

(1)North on Fisher Avenue between the Madonna Della Risurrezione Parish and Normandy Crescent;

(2)East on Normandy Crescent between Fisher Avenue and Apeldoorn Avenue;

(3)South on Apeldoorn Avenue between Normandy Crescent and Falaise Road;

(4)West on Falaise Road between Apeldoorn Avenue and Normandy Crescent;

(5)North/east on Normandy Crescent between Falaise Road and Fisher Avenue, and

(6)South on Fisher Avenue between Normandy Crescent North and the Madonna Della Risurrezione Parish.

  1. Ottawa Police have been notified of your planned event. They may require supervision and we request that you contact Ottawa Police at 613-236-1222 extension 2487 to make the necessary arrangements.
  1. Your organization shall place barricades and flashing beacons with signs indicating “Road Closed - Local Traffic Only” across Fisher Avenue at Normandy Crescent North and at Falaise Road. Trained volunteers wearing safety vests at all times to assist emergency vehicles through the barricaded area if necessary shall staff these barricades. To this end, it is required that a 5 metre passageway be kept clear of obstacles at all times within the street closure so that emergency vehicles can proceed through unimpeded.

In addition, your organization shall place barricades and flashing beacons, staffed by trained volunteers wearing safety vests at all times, with signs indicating “Road Closed Ahead”: (a) across the southbound lanes only on Fisher Avenue, immediately south of Meadowlands Drive, and (b) across the northbound lanes only on Fisher Avenue, immediately north of Viewmount Drive.

The City of Ottawa Surface Operations Branch may have barricades for pickup and safe return by your organization. A minimum of 48 hours notice from Monday to Friday between 7:00 a.m. and 2:30 p.m. is required and you are responsible for any losses and/or damages (including a 15% administration charge).   1. Your organization shall place signs informing that Fisher Avenue is closed for a special event off the travelled portion of Prince of Wales Drive facing traffic in both directions at appropriate locations leading up to Fisher Avenue.
  1. Your organization shall distribute bilingual information pamphlets to all residents and businesses that may be affected by this event at least ten (10) days prior to its occurrence.
  1. Your organization shall ensure that any litter generated as a result of the event is picked up.
  1. This approval addresses your application for the street closures only. It remains your responsibility to satisfy any other licensing and legal requirements that may be required to conduct this event.
  1. In accordance with City of Ottawa Noise By-law 2004-253, the use of a sound reproduction or sound amplification device during a special event is permitted provided the device is operated in a reasonable manner in the context of the special event, and does not create noise likely to cause a nuisance or disturb the inhabitants of the City. In the event the device is used after 11:00 p.m., a Noise By-law Exemption is required.

  1. Your organization shall provide and maintain Comprehensive General Liability or Special Events Liability insurance subject to limits of not less than Two Million ($2,000,000.00) Dollars, inclusive per occurrence, for bodily injury, death, and damage to property. Such insurance shall be in the name of yourself/organization and shall name the City of Ottawa as an additional insured thereunder. Evidence of insurance, satisfactory to the City of Ottawa, shall be provided prior to the commencement of the described special event. Such insurance policies shall contain an endorsement to provide the City of Ottawa with (15) days prior written notice of cancellation or of a material change that would diminish coverage.
  1. The attached Release of Claims and Waiver of Liability form must be completed and signed by a person who has signing authority within your organization.

This Special Event Permit takes effect only if we receive: (1) the signed and completed waiver form; (2) confirmation that all Police requirements have been met, and (3) the above-specified proof of insurance.
