ESCALANTE CITY COUNCIL MEETING

NOVEMBER 7, 2017

REGULAR MEETING - 6:00 P.M.

ESCALANTE CITY COUNCIL CHAMBERS - 56 NORTH 100 WEST

Mayor Melani Torgersen called the meeting to order at 6:00 p.m. in the Escalante City Council Chambers.

Present at said meeting were Mayor Torgersen, Council members Marlene Stowe,

Dan’l Lindsay, Guy Graham, Louise Barnes, City Attorney Barry Huntington and City Treasurer Debra Allen. Council member Greg Allen and City Recorder Stephanie Steed were excused.

Also present were Garfield County Sheriff Danny Perkins, Ray Christian, Erin Treanor,

Dave Treanor, Nancy Porter, Lori Torgersen, Bob Hartman, Julie Brugger, Erica Walz,

Elaine Lott, TerenceTontlewicz, Suzanne Catlett, Denise Olson, Tom Mansell, Joe Catlett,

Lilly Steed, Bree Feagin, Sage Robinson, Bobbie Griffin, Caitlyn Lyman and Ashley Young.

Mayor Torgersen led the Pledge of Allegiance.

PERSONAL COMMENTS

There were no Personal Comments.

ADOPTION OF THE AGENDA

Council member Barnes made a motion to adopt the agenda as written. Council member Stowe seconded the motion. Motion carried with Council members Stowe, Graham, Lindsay and Barnes voting aye.

APPROVAL OF MINUTES

MINUTES OF THE OCTOBER 17, 2017 MEETING

Council member Stowe made a motion to approve the minutes of the October 17, 2017 meeting as written. Council member Graham seconded the motion. Motion carried with Council members Graham, Barnes, Lindsay and Stowe voting aye.

PLANNING AND ZONING ITEMS

PLANNING AND ZONING UPDATES

CHRIS AND TAMMY CHRISTENSEN – WORK SHOP – 100 N. 275 E.

Council member Stowe explained Mr. and Mrs. Christensen’s project. This project meets all requirements and Planning and Zoning has approved it. Council member Stowe made a motion to approve the Municipal Project Approval Form for Mr. and Mrs. Christensen. Council member Lindsay seconded the motion. Motion carried with Council members Stowe, Lindsay, Barnes and Graham voting aye.

SCHEDULED ITEMS

GARFIELD COUNTY SHERIFF DANNY PERKINS – UPDATE

Sheriff Perkins said the Sheriff Department is still busy. Sheriff Perkins said the Deputies have taken Police dogs to every school in Garfield County, except Boulder, but they are scheduled. Sheriff Perkins said they showed the dog’s ability for finding drugs and apprehension of suspects.

Council member Stowe said the school children really enjoyed it and learned a lot.

Council member Barnes said how the work crew from the jail has helped the City. Sheriff Perkins said the standards at the Jail Facilitity are very high. Sheriff Perkins said they are also very highly rated for the drug rehab program provided there. This was discussed at length.

EMT DONATION

Nancy Porter said the EMTs appreciate the support and donations from the City and is asking for a donation again this year. Mayor Torgersen said the City appreciates the EMTs for their dedication to our community. Council member Barnes made a motion to approve the donation of $1,500.00 to the EMTs. Council member Stowe seconded the motion. Motion carried with Council members Barnes, Graham, Stowe and Lindsay voting aye.

EHS VOLLEYBALL TEAM – DONATION

Lori Torgersen said the EHS Volleyball Team is asking for a donation of $200.00 to help with the cost of their uniforms. Council member Stowe made a motion to approve the donation of $200.00 to the EHS Volleyball Team. Council member Graham seconded the motion. Motion carried with Council members Stowe, Graham, Lindsay and Barnes voting aye.

DAVE TREANOR – DISCUSSION ON OPENING A PUB

Mr. Treanor said he has talked with Utah Department of Alcoholic Beverage Control and is requesting the City to approve the Local Consent Form for him to move forward to open a Pub.

Mr. Treanor presented the Council with a pamphlet (attached). Council member Barnes said European people are wanting a place like this in the United States. Council member Lindsay said it is good to see people who live here pursuing new businesses in our area. This item was discussed at length. Council member Barnes made a motion to approve the Local Consent Form for Mr. and Mrs. Treanor. Council member Lindsay seconded the motion. Motion carried with Council members Lindsay, Graham, Barnes and Stowe voting aye.

PESTICIDE WORKSHOPS

City Treasurer Allen said this is a certification class for Daryl Griffin and Blaine Porter to spray and maintain areas in and around the City. The class is at no charge and the only expense to the City will be their travel. Council member Stowe made a motion to send

Mr. Porter and Mr. Griffin to the Pesticide Safety Education Workshop. Council member Graham seconded the motion. Motion carried with Council members Barnes, Graham, Stowe and Lindsay voting aye.

DEPARTMENT REPORTS

ADMINISTRATIVE

The Administrative Department had nothing to report.

PUBLIC WORKS DEPARTMENT

The Public Works Department was not present at said meeting.

FIRE DEPARTMENT

The Fire Department was not present at said meeting.

COUNCIL REPORTS

MAYOR MELANI TORGERSEN

Mayor Torgersen said the City is preparing for the demolition of the buildings in preparation for the Multi Purpose Civic Center. Mayor Torgersen said good things are happening.

Mayor Torgersen said Ray Christian has been very diligent in clearing the Library.

Mayor Torgersen said the details for the Multi Purpose Civic Center are sixty percent completed.

COUNCIL MEMBER GREG ALLEN

Council member Allen was not present at said meeting.

COUNCIL MEMBER LOUISE BARNES

Council member Barnes said the future Library will be in the Old Seminary Building and Ray Christian is appreciated for his work in relocating the Library. Council Barnes said the extra books will be offered to the public.

Council member Barnes said the Christmas lights will be going up while the weather is good in preparation for the Holidays.

COUNCIL MEMBER GUY GRAHAM

Council member Graham had nothing to report.

COUNCIL MEMBER MARLENE STOWE

Council member Stowe said there will be a Christmas Lighting Contest again this year.

COUNCIL MEMBER DAN’L LINDSAY

Council member Lindsay said the roads are in really good shape. Council member Lindsay said he has talked with the County and they will let the City use the County crack seal machine. Council member Lindsay said training with the County will be needed and the crack sealing is necessary to maintain the City roads. Council member Lindsay said the piles of snow need to be pushed off the roads to prevent road damage occurring.

UNPAID BILLS

Council member Stowe made a motion to pay the unpaid bills. Council member Barnes

seconded the motion. Motion carried with Council members Stowe, Graham, Lindsay and Barnes voting aye.

EXECUTIVE SESSION

An Executive Session was not needed at this time.

Council member Lindsay made a motion to adjourn the meeting at 6:35 p.m.

Council member Barnes second the motion. Motion carried all in favor.
