Community Call for Comment

The Board of Commissioners of the National Accrediting Commission of Cosmetology Arts & Sciences, Inc. is holding its third Community Call for Comment, inspired by the rulemaking procedures used by the United States Department of Education, to hear from its constituencies on several issues.The 2009 Community Call for Comment will take place on Tuesday, February 3, from 8:30 am to 4:30 pm in Arlington, Virginia.

1.If you are interested in being a panelist or alternate representing one of NACCAS’ many constituencies, please fill out and submit the application form on page 2.

2.If you plan to attend, but not as a representative, please submit the application form on page 3. There will be “open mike” opportunities for the public.

3. Travel and hotel arrangements and expenses related to attendance are the responsibility of each person who attends.

The topics of special interest to the Commission are listed below. Material on the topics will be disseminated prior to the meeting. (Topics subject to change.)

1.Measuring Student Achievement and Outcomes: The Commission is interested in the variety of methods used to gather information on and validate data on student outcomes. What are ways needed information can be obtained when state privacy laws make it difficult to obtain information on students who take and pass state licensure examinations?

2.Recent amendment s to the Higher Education Act would allow accreditors to set a framework for standards of student achievement within which institutions could set student outcomes benchmarks and measures consistent with their missions. The Commission seeks a discussion of NACCAS’ Standard I and the framework for measuring student achievement.

3.Oversight of quality education in a rising default rate environment: What role is there for the accrediting agency with the economy in recession?

4.Financial Standards:What methods and measures could provide assurance that an institution will have the resources to maintain its compliance with accreditation requirements throughout the period of accreditation granted?

5.Training Facilities: What makes a facility conducive to learning? How can the Commission ensure that students are trained in such an environment?
