AWARD CRITERIA QUESTIONNAIRE

Instructions

Tenderers are required to reply to all questions in a complete and structured way, respecting the order of the questions.

In order to avoid errors between answers to questions, tenderers are invited to use the electronic version of the questionnaire to fill in their answers.

The size of the text boxes can be extended (up to 3 DIN A4 pages).

If they choose to establish a new document, tenderers should always reproduce the number and exact content of the question and then give an answer to the question. A clear reference should still be made in this questionnaire to the part covering the answer.

Responses must be clear, precise and specific to the question. Responses must be in line with the tendering specifications, and in particular with the Technical Specifications. Any contradiction will be evaluated as a weak response corresponding to a low mark.

Simple copies of parts of the tendering specifications will not be taken into account in the evaluation.

References to additional annexed information or documents will only be accepted if they form an integral part of the response, by providing specific additional and not merely generic information (e.g. a practical example). A specific annex must be precisely referred to in the question, must directly follow the response and has to be clearly named (e.g. ‘Annex X to question A.B. – ScenarioFloor Plan’). Other additional documents will not be taken into account in the technical evaluation.

Please note that no prices shall be quoted in the responses to this questionnaire.

Names of staff should not be mentioned in the answers.

One signed original of this questionnaire must be supplied, together with three copies.

Please name and number all supporting documents and add the name and number of these documents in the fields labelled ‘Reference’ where requested.

II.2Ranking system

Technical points for each award criterion below will be awarded according to the following system:

0% / No evidence / total failure: The tender totally fails to address the criterion under examination, or cannot be assessed due to missing evidence.
20% / Very poor: The criterion under examination is addressed in an incomplete and unsatisfactory manner; serious concerns.
40% / Poor: The criterion under examination is partly addressed but with a few major gaps or issues.
60% / Fair: The criterion under examination is generally addressed with minor issues.
80% / Good: The criterion under examination is fully addressed.
100% / Excellent: The criterion under examination is fully addressed and the tender offers some added value.
