1. Introduction:
Halmore Power Generation Company Limited was incorporated in Pakistan on March 31, 2005. The Company has set-up a 225 MW dual-fuel (Natural Gas/High Speed Diesel) combined cycle thermal power project located at Bhikki, near Sheikhupura, in the Province of Punjab, Pakistan. The Company was granted Generation License in July, 2006 by the National Electric Power Regulatory Authority (NEPRA) for this Power Project. Power Purchase Agreement was signed with NTDC on April 28, 2007 and Financial Close was achieved on April 30, 2008. The plant is into its Commercial Operations since June 25, 2011.
The Project was financed on a Debt/Equity ratio of 75:25 through a Consortium of seven local Banks in the form of a long term PKR-denominated loan facility.
2. Project Location
Bhikki Power Plant is located 70 KM west of Lahore near the town of Bhikki, approximately 16 km southwest of Sheikhupura city and 3 km northwest of the main Sheikhupura-Faisalabad road alongside the famous Qadirabad-Balloki (QB) Link Canal.
Project site is located in very close proximity of two Electricity Grid Stations, one main 132 KV transmission line and two SNPGPL 18” natural gas pipelines.
3. Technology:
This is a combined cycle power plant with a capacity of approximately 225 MW (gross at ISO) and 209 MW (net) at site conditions. Project configuration is 2 x 75 MW GE MS6111FA+e gas turbines, two heat recovery steam generators and 1x77MW GE-Nouvo Pignone steam turbine.
In a combined cycle power plant, gas turbines generate electricity along with the very hot exhaust gases. The output heat of the gas turbine exhaust gas is utilized to generate steam by passing it through a heat recovery steam generator (HRSG). This steam is then used to generate steam for the steam turbine. The Bhikki plant will achieve a generated net efficiency of 51.52%, which rates particularly well among peer plants in Pakistan.
A waste treatment plant and a Continuous Emissions Monitoring System (CEMS) are installed to ensure that the plant meets World Bank Guidelines for emissions and all the requirements of Pakistan Environmental Protection Agency.
4. Sponsors
The Project is owned completely by British Sponsors of Pakistani Origin who are one of the biggest players in London Real Estate market. Theirs holdings include some of the major properties in prime areas of central London including Mayfair, Belgravia, Hyde Park and Kensington.
Our Sponsors were invited by the Government of Pakistan to invest in Pakistan Power Sector and the High Commission of Pakistan in UK recommended a visit to Private Power & Infrastructure Board in 2003 offering facilitation in setting up a Power Project.
Our Sponsors are looking forward for future investments in Pakistan as an expatriate Pakistani. In addition to the Power Sector, they are exploring investment opportunities in sectors of Oil & Gas, Hotels and other infrastructure projects .i.e. desalination plants etc.
