Comments/Special Instructions:
  1. Funds may be awarded to any eligible recipient of Carl D. Perkins funds in rural areas, areas with high percentages of career technical education (CTE) students, or high numbers of CTE students, or for programs that lead to high skill, or high wage occupations.
  1. Each school shall develop a plan to develop an additional career pathway to be implemented during the 2014-15 school year.
  1. Each Schoolmust assign a team to participate in the post session at the summer Kentucky Association of Career and Technical Education (KACTE) Conference. The workshop will be held on Wednesday, July 17, 2013 at the Galt House Hotel in Louisville, Kentucky. The team must consist of the principal, counselor, CTE instructor, and an academic instructor. If a district is partnering with an area technology center and/or postsecondary institution, representatives should be added to the team.
  1. KDE reserves the right to waive minor technical deficiencies.
  1. Priority points are awarded to schools that are identified as “persistently low performing.” (10 points)

KACTE Summer Conference Career Pathway Grant

Background

The grants will be funded with Leadership Funds from the Carl D. Perkins Act. The Act was established to provide an increased focus on the academic achievement of career and technical education students, strengthen the connections between secondary and postsecondary education, and improve state and local accountability.

Funding

This grant will provide funds to local school districts and area technology centersforregistration for teams toattend the KACTE Summer Conference. Teams must attend the post sessions for career pathways. Grantees will be eligible for up to $1200.00.

School districts may choose to implement new career pathways in partnership with area technology centers and/or community/technical colleges. Representatives from each institution should participate in the workshop and throughout the development process.

Allowable Use of Funds

General Requirements

Career Pathways must:

(i)incorporate secondary education and postsecondaryeducation elements;

(ii) include coherent and rigorous content alignedwith challenging academic standards and relevantcareer and technical content in a coordinated,non-duplicativeprogression of courses that align secondaryeducation with postsecondary education to adequatelyprepare students to succeed in postsecondary education or employment;

(iii) may include the opportunity for secondaryeducation students to participate in dual or concurrentenrollment programs or other ways to acquire postsecondaryeducation credits; and

(iv) lead to a Kentucky Occupational Skill Standards Certificate and/or lead to an industry-recognized credential orcertificate at the secondary and postsecondary levels, or an associateor baccalaureate degree.

Application Components

The following must be included in the application. Failure to include any of the components below may deem your application non-responsive. Applications deemed non-responsive will not move forward in the evaluation process.

  • Identify thecareer pathway
  • State how the curriculum will be integrated in both the academic and CTE course
  • Identify KOSSA certificates and/or industry credentials and certificates that align to the pathway
  • Explain the involvement of local business and industry in identifying the need for the new pathway
  • Explain the role of local business and industry in the development and implementation of the new pathway

Formatting Requirements

  4. All pages must be single-sided.
  5. Text should be in either Times New Roman or Arial 12 point font and be double-spaced. Do not use condensed or narrow versions.
  • Text contained within charts/graphsshould be Times New Roman or Arial 10 point font.
  • Bullets may be single-spaced; however, they should not be used excessively.
  1. All pages of the application should have side and top margins of one inch.
  2. The original and all copies should be secured using only clips, staples, or rubber bands. Do not bind them or place them in notebooks.

Intent to Apply

In order to secure an adequate number of grant reviewers, please submit an email no later than March22, 2013 to if you intend to submit an application. You should include the district name, contact name, address, e-mail and phone number. This letter is for planning purposes only and does not obligate you to submit an application.

Submission of Application

The Kentucky Department of Education must receive the application by 4:00 P.M. (EST) April 15, 2013. Applications received after this time and date will be deemed non-responsive. All applications must be mailed or hand delivered. Please label the original and each copy with CAREER PATHWAY RFA. Hand-delivered copies MUST be delivered to the Capitol Plaza Tower (Room 1633), 500 Mero Street, Frankfort, KY 40601.

The following must be submitted to the Kentucky Department of Education:

  1. One (1) original with original signatures in ink. The signature of the superintendent must be notarized with a raised seal. If a circumstance arises in which the superintendent is unavailable to sign, contact KDE for further instruction. A designee’s signature will not be accepted without prior approval from KDE.
  2. Five (5) exact copies of the original

If you are hand-delivering your application, please allow 60 minutes to find parking and security checks. You will need to present a photo ID in the visitors lobby for entrance. If you are mailing your application, please allow adequate time for the application to be received by the KDE Grants Procurement Office by the deadline. Applications postmarked before the deadline, but not received will be deemed non-responsive.

The applicant is responsible for ensuring that ALL pages of the application submitted are in both the original application and the copies.

Evaluation of Application

A committee consisting of persons knowledgeable in the grant description will review applications based on the extent to which the following criteria are met. The Kentucky Department of Education reserves the right to consider demographic and programmatic diversity as factors in the selection of applications and to negotiate the budget with funded applicants.

*In order for an applicant to receive funding:

  • Score sheets are tallied by the evaluators, priority points are assigned by KDE personnel, then schools are rank-ordered (highest to lowest).
  • District awards are dependent upon the rank score as well as available money.
  • The application must receive a minimum score of 70%. This totals 42 points.

*Ties will be broken based upon the average score of pathway section.

ASSURANCES FOR CAREER PATHWAYGRANT AWARD

The applicant agrees that if funds are made available through the Career Pathway Grant Award Program:

  1. That a team from the school will attend the post session on Career Pathways of the 2013 KACTE conference or the grantee will refund the amount of the grant to the Office of Career and Technical Education.
  2. The school will use the 2013-14 school year to develop and plan a new career pathway.
  3. The school will implement the career pathway for the 2014-15 school year.

By submitting this application, the applicant assures a commitment to implement the proposed activities described in the attached grant proposal.
