REQUEST FOR EXPRESSIONS OF INTEREST (EOI) TOREVIEW AND HARMONIZE EAC PARTNER STATES NATIONAL FOOD SAFETY AND QUALITY POLICIES AND STRATEGIES AND DEVELOPMENT OF THE EAC REGIONAL FOOD SAFETY AND QUALITY STANDARDS POLICYANDTHE EACREGIONAL FOOD SAFETY AND QUALITYSTANDARDSSTRATEGIC PLAN (2017-2022) AND IMPLEMENTATION FRAMEWORK AND MONITORING AND EVALUATION FRAMEWORK AND DETAILED BUDGET– EAC/SRVCS/15-16/00020

a)Background

The East African Community ( is a regional inter-governmental organization of the five Partner States, namely; the Republic of Kenya, the Republic of Uganda, Republic of Burundi, Republic of Rwanda and the United Republic of Tanzania, with its Headquarters located in Arusha, Tanzania. The five Partner States have continued to strengthen regional cooperation and integration in social, political, economic and culture areas of common interest including promotion of nutrition and indigenous food, ensure food safety and security in the region, harmonization of standards and procedures, and prevention of animal diseases which are all explicit policy priority areas in Article 118 (Health), Article 81 (Standards), Article 105-108 (Livestock and Agriculture) for the EAC Treaty.

b)Scope

In order to ensure high level of consumer protection, restore and maintain confidence in the safety and quality of Food, the 6th Meeting of the EAC Sectoral Council of Ministers of Health that was held on 1st April 2011 directed the EAC Secretariat to develop an EAC Food Safety and Quality Policy (EAC/SCM06/Decision 44) and Strategy to support enforcement of the Policy and Food Safety Measures (EAC/SCM06/Decision 43).

The EAC now invites eligible consulting firms to indicate their interest in providing these services namely;

i)review and harmonize EAC partner states national food safety and quality policies and strategies and;

ii) development of the EAC regional food safety and quality standards policyand

iii)the EACregional food safety and qualitystandardsstrategic plan (2017-2022) and;

iv) implementation framework, monitoring and evaluation framework and detailed budget

c)Eligibility

The EAC now invites eligible firms to indicate their interest in providing these services. Interested consulting firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, evidence of experience in similar conditions, availability of appropriate skills among staff, etc.). Consultancy Firms may constitute joint-ventures to enhance their chances of qualification.

Interested Consultancy Firms must provide the information further detailed below:

(i)Corporate profiles:Legal status of the firm, registration details, business details, Tax Identification references, Tax Compliance certificate, whether they have been involved in any Commercial Conviction, Curriculum Vitae for technical key personnel) of the lead firm and associates, general experience information over the last Ten (10) years (including experience in East Africa), the firm’s history and overall personnel structure and capabilities;

(ii)Financial information: audited accounts for the last three (3) years, current assets and liabilities;

(iii)Experience:Interested firms must have staff with General experience in the areas ofFood science and Technology, Human Nutrition and dietetics, Veterinary Medicine/ Agriculture; Public Health, Law and Business Administration over the last ten (10) years and specific experience in the field of the assignment. Detailed list of similar consultancies previously done in the past seven (7) years; provide evidence of at least five (5) previous copies of contracts/orders of similar assignments and;

(iv)Key Personnel: brief descriptions of at least three consultants’ key personnel showing their qualifications and experience.
