TheStrategyanalysesthediverse rangeofcharactertypesfound
inthemunicipality;fromgarden suburbstoinnercityurban areastothecoastaltownships oftheBellarinePeninsula. The
Strategydescribesthedistinctive characteristicsofeachpartof
thecity,usingwordsandpictures. Takingintoaccountavarietyof matters,inparticularcommunity views,astatementofpreferred futurecharacterhasbeen developedforeacharea. The preferredcharacterisexpressed throughguidelinesandpolicies foreachprecinctinthecity,
whichshouldbeusedtodesign andassessnewresidential developmentintheprecinct.
