Mr. Glynn Cavin currently serves as the Director of Louisiana’s Department of Transportation and Development, Transportation Training and Education Center (TTEC) on the campus of Louisiana State University. The TTEC serves the Southeastern United States’ regional transportation community by providing professional and technical training to the engineering, transportation infrastructure maintenance, and operations community. That community includes employees of Louisiana’s Department of Transportation and Development, local municipalities, and engineering consultants. TTEC’s workforce development mission has served as the perfect setting for Mr. Cavin to employ his education from Louisiana State University’s School of Human Resource Education and Workforce Development.

Mr. Cavin graduated from the University of Louisiana-Lafayette and then entered the U.S. Air Force as a second lieutenant. During his 24-year service to the Nation, he lived and served in such diverse locations as Thailand, Germany, and Saudi Arabia, and numerous States including Alaska, Texas, Arizona, Alabama, Tennessee, Virginia, and Illinois. Mr. Cavin’s assignments continuously grew in the level of organization and responsibility, culminating in an assignment to the Joint Chiefs of Staff in the Pentagon, Washington, DC. He completed his military career at the rank of full colonel. His military awards include the Defense Superior Service Medal; the Joint Service Commendation Medal; Air Force Meritorious Service Medal (four clusters); Kuwait Liberation Medal; Southwest Asia Service Medal; Republic of Vietnam Gallantry Cross (with Device); National Defense Service Medal; and the Humanitarian Service Medal. Mr. Cavin was competitively selected to attend the University of Tennessee, receiving his M.B.A. and the prestigious National War College in Washington, DC.

Mr. Cavin has completed all requirements for his doctorate in May 2009 and plans to continue research in crisis decision making in the context of natural and manmade disasters.
