Key Responsibilities and Working Relationships:
The purpose of this role is to design and develop the future ICT Operating Model and the supporting outline (OBC) and full business case (FBC). Taking into account the current change programmes established within the Constabulary, specifically digital transformation.
It is imperative that the future ICT operating model is supportive and viable in respect of the constabularies longer term strategic and financial objectives, whilst ensuring the provision of service excellence.
This role will work with the current Head of ICT and will provide leadership and guidance to the overall transformational agenda, as part of the Enabling Services Transformation Programme.
The scope of work will include, but not be limited to:
  • Leading the design and development of a future modern, digitalised operating model for ICT and digital services
  • Co-ordinate the critical assessment of the Constabularies requirements, understanding and documenting how these will be supported through ICT and digital functions and services
  • Scope the required technical services and functions working with the ICT operational and programme teams and stakeholders across the Constabulary
  • Overall responsibility for the design and development and documenting of a fully functioning ICT operating model
  • Responsible for the development of the supporting ICT OBC and FBC, detailing the required strategic and operational functions and services, options, costs, benefits and overall implementation planning
  • Support the Constabulary in their decision making via the business cases to assess and understand the alignment to their strategic and operational objectives
  • Develop deliverable programme plans and manage project and programme interdependencies
  • Reporting and communicating progress to the Senior Executives within the Constabulary and other key stakeholders as required
  • Ensuring required budgets are developed and if required managed effectively and that regular reporting is provided to the required stakeholders
Working relationships
  • Executive and Governance Boards for Gloucestershire Constabulary; reporting directly to the HTCT and the Enabling Services Transformation Programme Board
  • Be the key interface of transformational change between ICT and Operational Policing, including the Operational Policing Improvement Programme (OPIP)
  • Head of ICT

Job Purpose:
  • To support the HTCTby providing a professional approach to the required need of an effective strategic and operational, operating model for ICT functions and services. Influence change and transformation to a new service offering by successfully gaining approval to implement the operating model following FBC approval
  • To effectively work with the Head of ICT in partnership to create the operating model
  • To work with the Operational Policing Improvement Programme, understanding impacts, risks and interdependencies that your proposed operating model could have

Main Duties and Responsibilities:
  • To apply strong ICT technical skills in understanding how the Constabularies’ ICT landscape will be transformed. Use this knowledge and professional experience to produce an operating model, ensuring benefits and value for money is driven throughout
  • Lead on the scoping of the required ICT functions and services to be implemented across the constabulary
  • To drive the development of the overall operating model for ICT, working with the Head of ICT and senior managers
  • To produce both OBC and FBC detailing all aspects required to make an informed decision ahead of implementation of the approved operating model
  • Liaise effectively with all levels of the business to understand the wide and varied user requirements and subsequently make adequate provision for these via the operating model and FBC
  • Be responsible for the development and implementation of a communication and staff engagement plan. Including the provision of effective, clear and informed communication with business leaders and staff affected by potential change whilst maintaininga culture of support
  • Accountable for undertaking regular reviews to assess the benefits and disadvantages arising during the change andtransformation lifecycle
  • Provide the programme/swith the expertise, knowledge, experience and skills relevant to the area of businessto impact behavioural and cultural change, business process impact modelling and re-engineering to ensure best practise
  • Responsible for ensuring that any risks or issues are highlighted in good time to the appropriate boards.

Specific Features:
  • The post holder will be expected to maintain a high standard of information security and be vetted to Local Force Management Vetting (MV)
  • The post holder will be required to represent the Constabulary at various events
  • The post holder will comply with all health and safety legislation

Essential Personal Criteria
Knowledge, Experience and Qualifications
  • Proven leadership and delivery of successful large scale, complex IT Transformational Programmes
  • Experience of scoping, managing, leading and delivering successful strategic IT changes affecting the whole organisation
  • Experience of designing and development ICT operating models
  • Experience of developing OBC and FBC documentation
  • Experience of strong stakeholder and supplier relationship management including statutory, regulatory, and/or governance bodies
  • Experience of designing, scoping and delivering the transformation and transition of services working with suppliers
  • Educated to degree/masters level or equivalent level of experience of working at a senior level in a complex organisation
  • Be able to evidence extensive personal experience of delivering ICT specific major transformational changeactivities within complex organisations, with high levels of impact and risk
  • Extensive experience of working with Senior Stakeholders with the ability to influence and negotiate change in a very challenging environment whilst ensuring value of money of a service offer is gained
  • Extensive experience of management and delivering change and transformation programmes within a policing environment is preferable but not essential
  • Must have an understanding of policing strategies, policies, procedures and working practices.

  • Able to demonstrate a minimum of 6 years’+ experience of working at a senior level to deliver ICT transformational programmes
  • Ability to work under pressure and to respond quickly to changing circumstances and to tight timetables
