CONDITIONS FOR THE USE OF HIRE OF DEAL TOWN HALL

  1. Full payment is required at the time of hire if the hire charge is less than £50 which will be non-refundable in the event of cancellation. For bookings over £50, a non-refundable deposit of £50.00 is required at the time of booking. Please note the final invoice for the event will include any additional time incurred if the event/function exceeds the original booked time.
  2. Should you need to cancel your booking you must advise the Event Manager in writing, via email to or post one week before the event. Failure to do this will mean that you are charged the full amount for your booking. In case of emergency on the day of your booking please telephone 01304 361999 during office hours. The out of hour’s telephone number 07342276055 is available ½ and hour before the booking time.
  3. The Hirer is to take good care of and not cause any damage to be done to the Town Hall including any fittings, equipment or other property in the Hall. Should any damages/breakages occur, including crockery and glass the Hirer is to make good and pay for any such damage caused by any act or neglect of the Hirer or anyone for whom the Hirer is responsible or anyone permitted by the Hirer to enter the hall.
  4. The premises are licensed for public entertainment. Monday to Thursday 10:00am to 23:00pm Friday and Saturday 10:00am to 24:00pm and Sunday 12:00 to 23:00pm. Alcohol may only be supplied from midday subject to the hirer obtaining a suitable licence. No function shall continue after 11.30pm. The premises must be cleared and vacated by midnight.
  5. A Deal Town Council Officer will be on duty within the Town Hall at all times in case of any problems or emergencies.
  6. Deal Town Council reserves the right to refuse any booking at its absolute discretion without giving reasons.
  7. Deal Town Council may cancel the hiring of the Town Hall if it is rendered unusable for Health and Safety reasons. If the hiring is cancelled for any such reason the Council will give to the Hirer the maximum practicable notice and refund the booking fee but will not otherwise be liable to the Hirer.
  8. The Council will not be liable for death or injury to any person attending the hall for the function, the subject of the hiring or for any losses, claims or other liability incurred by the Hirer in the exercise of the rights granted by the agreement except where such death injury or loss is due to the negligence of the Council.
  1. The Council will not under any circumstances accept responsibility or liability in respect of any damage to or loss of any goods, articles or property of any kind brought into or left at the hall either by the Hirer for his own purposes or by any other person or left or deposited with any officer or employee of the Council.
  2. Cameras and video recorders are permitted in the Town Hall; however, flash lights must not be pointed directly at paintings within the room (paintings can be damaged by the flash lights).
  3. If you would like to book the Town Hall on a Sunday this will need prior approval from the Town Clerk.
  4. The Town Hall and Undercroft will not be available to hire on Christmas Day, Boxing Day, New Year’s Eve or New Year’s Day.
  5. The Town Hall will not be available for hire for hen/stag nights, 18th and 21st birthday parties, Disco’s or children’s parties.
  6. Please note that Deal Town Council commits to the Breastfeeding Welcome Scheme (policy available on request).
  7. No animals are to be permitted with the exception of Guide Dogs.

The Hirer

  1. Should the name of the Hirer change prior to the event the Events Manager must be informed.
  2. On arrival the Hirer must make themselves known to the member of staff on duty. They will be given fire evacuation instructions and be required to sign the Council’s attendance/fire register. The Hirer must be present throughout the duration of the function/event and must inform the member of staff on duty before leaving the building at the end of the function/event in order to be signed out. Please note guests/attendees will not be permitted into the building until the Hirer is present.
  3. The Hirer shall be restricted to the use of the room/s that have been specifically hired and shall not make use of any other rooms.
  1. The Hirer must ensure the number of persons attending the function does not exceed:

Theatre Style: Up to 80 people

Public meetings up to 50 people (no standing)

Seated at tables: Up to 70 people

Seated at tables and Dancing: Up to 50 people

Exhibitions: Up to 70 people

Weddings: Up to 80 people

  1. 6ft Rectangle tables are not available for use on Wednesday’s or Fridays during the hours of 8.00-15.00.
  2. During the period of hiring the Hirer will be responsible for the effective control and supervision of children and guests ensuring that only authorized and invited persons attend the function/event and behave appropriately.
  3. Glasses, Crockery and cutlery are available for use at the function/event and must be indicated on the booking form. The Hirer is responsible for the washing and cleaning of any 0glasses/crockery/cutlery and this time must be included in the booking time. The Town Hall must be vacated by midnight in all instances.
  4. The Hirer must provide their own tea/coffee etc if required for their event (refrigerator available).
  5. If alcohol is being sold at your event (or covered in the ticket price) a Temporary Event Notice must be applied for by the hirer from Dover District Council. Deal Town Council requires a copy of the agreed licence one week prior to the event.   6. If alcohol is being provided free of charge at your event you must read, sign and return to the Event Manager prior to the event the pink form enclosed.
  7. All items brought into the Town Hall for the booking are to be removed from the premises by the hirer at the end of the hire period. This includes all empty bottles, food containers and rubbish. All areas used are to be left in a clean and tidy condition. Please note: the Town Hall does not supply bins or a refuse removal facility.
  8. Furniture must only be moved by Deal Town Council Staff.
  9. The piano in the Chamber must not be moved under any circumstances due to Health & Safety Regulations. Tuning of the piano is the responsibility of the hirer if required (this must be pre-arranged with the Events Manager).
  10. No decoration/balloons are to be attached to walls/doors/chandeliers without prior permission from the Events Manager.
  11. If a private caterer is being hired for an event, the Event Manager must be informed.
  12. All employees and any other person acting on behalf of the Council are prohibited from accepting tips, gifts or other forms of reward.

Health & Safety Requirements

  1. The Town Hall including the Undercroft are strictly No Smoking Zones.
  2. It is the duty of the Hirer to be aware of fire exits and procedures in the event of a fire. (see attached)
  3. When hiring includes use of the kitchen, the Hirer must ensure proper knowledge as to the safe use of the equipment.
  4. Extreme caution must be exercised if hot plated food is carried from the kitchen to the Chamber or Committee Room.
  5. No food can be cooked on the premises without prior permission from the Event Manager.
  6. No Smoke making appliances or naked flames may be used in connection with any entertainment. Candles and naked flames are prohibited without prior permission from the Health and Safety Officer. Prior permission is required for the use of any electrical apparatus other than that already in the Town Hall. All portable equipment brought onto the premises must be Portable Appliance Tested or less than 3 years old. Proof will be required.
  7. Maximum weight limit for standard chairs is rated up-to 113Kg (17.8) stone. There are 5 chairs rated up to 240kg (37.7 stone) available on request.
