The meeting was called to order by Jack Tillman, President.
A quorum was established and the September 5, 2017 board meeting minutes were approved.
Visitor Steve Nelson was given the floor and he expressed dissatisfaction with the pre-approved paint colors and the possibility of having to change colors on his recently-painted house. Steve said that the existing earth-tone color palette was out of date and continued HOA allegiance to it would make Lake Arbor a less desirable community. Jack said that revisiting the color palette was on the agenda and requested Steve give the Board 24 hours to consider his color scheme. Steve consented.
Old Business:
Discovery Trail Cleanup
The final 2017 trail cleanup took place on September 30 with three people in attendance.
Tracking Covenant Violations
Gary recently sent to the Board an Excel spreadsheet (workbook) that built on ideas presented after the last meeting, to develop a centralized repository for covenant violation tracking information. This system will provide for better accounting of the status of covenant violations. At present, an accurate summary is difficult to come by, without a lot of time-consuming paperwork. Input is needed from the Covenants Chair and the District Reps, and the rest of the Board, to arrive at a final design and implementation.
Property Management Companies
Jack again raised the issue of how best to get covenant compliance for rental properties managed by third parties. It is clear that some property management companies are not requiring tenants to comply with the covenants. As a first step, Lori will get a current, accurate list of Lake Arbor properties which aren’t owner-occupied.
New Business:
The Board scheduled the 2018 Annual Meeting for January 30, 2018. Gary will reserve the Little Elementary cafeteria for this purpose. Due to recent school district rate changes, the room rental cost will approximately double from previous years.
President’s Report:
For the next board meeting, Jack will invite a home-exterior paint-color specialist to make a presentation on how Lake Arbor could update its paint color palette to make the neighborhood more attractive to younger buyers and others.
Jack reminded everyone that timely and professional response to inquiries by homeowners and others is the responsibility of all Board members.

Pete has posted the ACC Approval Form on the website and is working on the next edition of the newsletter. Jack recently contributed a column on getting boats and RVs out of sight, now that summer is over. Pete is publishing our call for volunteers to be district reps. He is also making changes to website hosting.
Secretary’s Report:
The police department community room as been reserved for the November 14thand December 12thboard meetings.
Gary will send to the Board a revised draft of the letter sent annually to all homeowners that includes the annual meeting notice and membership renewal / annual dues notice.
Treasurer’s Report:
The Statement of Financial Position and Statement of Activity were presented. Net assets as of September 30 are $10,459.85.(Checking: $3448.96. Savings: $6227.83. Prepaid Expenses: $783.02.)
Title Compliance Report: Lori reports that she is being successful in working with title companies to get homebuyers into the HOA and the Board expressed appreciation for her efforts.
MembershipReport:Steve reports we currently have 214 members. Steve requests help in getting membership discount card merchants and needs this finalized soon so he can produce the cards.
Neighborhood OutreachReport:
Lake Arbor currently has 7 homes for sale, listed between $387,000 and $525,000. There are 8 homes under contract. Their list prices ranged from $350,000 to $480,000. Their contractual prices are unknown. There have been 35 homes sold during 2017, so far. Sold prices have ranged from $267,000 to $480,000. The average price of homes sold is $379,636. (As of 10/10/17)
