Report
- The Memorandum of Agreement, which is the Master Servicing Agreement,identifies the terms for the provision of Fire Rescue Services.
- Under the terms, Enoch Cree Development Corporation will pay a Fire Rescue Fee which includes payment for salaries of six full-time firefighters and four full time officers. The fee also includes payment to cover costs related to training, equipment and apparatus needed to provide service.
- Fire Rescue Services needs to hire ten additional staff to enable the terms of the agreement to be met.
- Commencement of Fire Rescue Services to the Enoch Cree Resort and Casino will only occur following receipt of payment.
- All associated costs for service are covered by the Fire Rescue Fee; there is no net draw on the tax levy.
- The annualized costs for Fire Rescue Service are $1,040,064 (based on 2005 costs).
Justification of Recommendation
- Additional full-time staff must be added to Fire Rescue to enable the terms of the agreement to be satisfied.
- A budget adjustment is required for the balance of 2005.
