MEMORANDUM OF AGREEMENT BETWEEN THE

GEORGIA DEPARTMENT OF PUBLIC SAFETY

EXCESS PROPERTY

AND THE

A.  As of July 1, 2014, the DLA LESO has implemented policy and procedural changes which place additional controls on certain excess DOD property with Demilitarization codes of A and Q (with an Integrity Code of 6). These items will be subsequently referred to as, “National Security Exemption (NSE) restricted DEMIL A and Q6 items”.

DEMIL Q6 property: CANNOT BE SOLD

Definition of DEMIL Q -Commerce Control List Items (CCLI) – Mutilation to the point of scrap required outside the United States. In the United States, mutilation requirement determined by the DEMIL Integrity Code. DoD Trade Security Controls (TSC) required in the United States.

Action:

1. Do not sell property, when no longer needed or required, you must turn the property back into DOD.

DEMIL A property: Some DEMIL A property, mostly M-Series vehicles ARE NOW CONTROLLED PROPERTY, TITLE REMAINS WITH DOD. Since these vehicles issued under the 1033 Program still remain DOD property, they fall under the exemption, which means that LESO customers can requisition and use them, but now have the same DOD restrictions as an MRAP and HMMWV’s.

Action:

1. Do not sell or dispose of any vehicles, when no longer needed or required; you must turn the property back into DOD.

2. All vehicles will require serial numbers and photos in FEPMIS
