1. / SUBJECT: / PROBATION DEPARTMENT – JUVENILE MENTALLY ILL OFFENDER CRIME REDUCTION GRANT APPLICATION (DISTRICT: ALL)
OVERVIEW:
This is a request to adopt a resolution to approve the Juvenile Mentally Ill Offender Crime Reduction Grant (MIOCR) application. This funding is sought to support Intensive Case Management services for youth involved with the Juvenile Justice System who require mental health services. The Corrections Standards Authority (CSA) will make the award in an initial eighteen (18) month grant of $1,500,000 from January 1, 2007 to June 30, 2008, with the possibility of four additional years of funding for an estimated total of $7,500,000.
FISCAL IMPACT:
The grant funds, if awarded, will result in $500,000 of costs and revenues for Fiscal Year 2006-07 and $1,000,000 for Fiscal Year 2007-08 and will require 4.0 additional staff years. Four additional years of funding are possible and would result in $1,500,000 of costs and revenues for each fiscal year (Fiscal Year 2008-09 through Fiscal Year 2011-12). There is a 25% local match requirement for this grant which can be cash or in-kind match. The Probation Department plans to use in-kind staff time as matching funds. The Probation Department will return to your Board, if the grant funds are awarded, to request authorization to accept these funds and establish appropriations. The funding source is the Mentally Ill Offender Crime Reduction grant program established by AB1811 and is administered through CSA.
RECOMMENDATION:

1. 1. Approve the submission of a grant application for the Mentally Ill Offender Crime Reduction Program by the Chief Probation Officer to the Correctional Standards Authority.
2. Adopt a resolution entitled “Juvenile Mentally Ill Offender Crime Reduction Program.”

ON MOTION of Supervisor Slater-Price, seconded by Supervisor Jacob, the Board took action as recommended, on Consent, adopting Resolution No. 06-206 entitled: A RESOLUTION OF THE BOARD OF SUPERVISORS OF THE COUNTY OF SAN DIEGO RELATING TO THE JUVENILE MENTALLY ILL OFFENDER CRIME REDUCTION PROGRAM.

2. / SUBJECT: / INTER-JURISDICTIONAL AGREEMENT WITH STATE OF CALIFORNIA FOR PARTICIPATION IN THE CALIFORNIA CHILD SUPPORT AUTOMATED SYSTEM (DISTRICT: ALL)
OVERVIEW:
The Department of Child Support Services (DCSS) has been and is currently working with the State DCSS in the multi-phased implementation of the California Child Support Automated System (CCSAS). This single statewide system, CCSAS, gives state and county child support agencies the tools to manage and track child support cases statewide, increasing the program’s capacity to deliver uniform, high-quality services to families and manage program performance. The requirement for a single statewide automated child support system was included in the Family Support Act of 1988, amending Title IV-D of the Social Security Act. California’s delay in meeting this requirement has resulted in significant federal penalties.
On September 20, 2006, California requested federal certification for CCSAS, putting federal penalties on hold during the certification process. The Federal certification process will take 12 to 14 months. State DCSS will continue to implement CCSAS in phases up through 2008. This is a request for approval of an Inter-Jurisdictional Agreement between State DCSS and DCSS from July 1, 2006 through June 30, 2008 to allow participation of one County employee, a Staff Development Coordinator, to work in Sacramento and provide a leadership role in CCSAS training design, development and delivery with full cost reimbursement of all salary, benefit, and travel costs by the State DCSS.
FISCAL IMPACT:
Funds for this request are included in the Fiscal Year 2006-08 Adopted Operational Plan. If approved, this request will result in $184,528 current year costs and revenue, and $190,928 in Fiscal Year 2007-08 costs and revenue. Funds for this request are Federal Title IV-D and State Child Support revenue. All salary, benefit, and travel costs will be reimbursed by the State Department of Child Support Services. No additional staff years are required as a result of this request.
RECOMMENDATION:
CHIEF ADMINISTRATIVE OFFICER
1.  Approve the reassignment of one Staff Development Coordinator to Sacramento from July 1, 2006 through June 30, 2008 for the purpose of coordinating training on the California Child Support Automated System.
2.  Authorize the Director of the Department of Child Support Services to execute the Inter-jurisdictional Employee Agreement between the California Department of Child Support Services and the County Department of Child Support Services, subject to review and approval by County Counsel.
3.  Allow the reassigned Staff Development Coordinator to use San Diego County travel policies, rates, and forms.

3. / SUBJECT: / SHERIFF’S DEPARTMENT – MENTALLY ILL OFFENDER CRIME REDUCTION (MIOCR) GRANT PROGRAM APPLICATION (DISTRICT: ALL)
OVERVIEW:
This is a request to authorize the submission of, and adopt a resolution approving the Adult Mentally Ill Offender Crime Reduction (MIOCR) Grant Program application. This funding will support intensive case management services for adults involved in the criminal justice system who require mental health services. The Corrections Standards
Authority (CSA) will make the award in the amount of approximately $1,500,000 in an initial 18 month grant period, which begins January 1, 2007 through June 30, 2008.
FISCAL IMPACT:
The grant funds, if awarded, will result in $500,000 of costs and revenues for Fiscal Year 2006-07 and $1,000,000 for Fiscal Year 2007-08. Four additional years of funding are possible and would result in $1,500,000 of costs and revenues for each fiscal year (Fiscal Year 2008-09 through Fiscal Year 2011-12). There is a 25% local match requirement for this grant which can be cash or in-kind. The Sheriff’s Department plans to use existing positions within the Medical Services Division to administer the program for the match. If an award is granted, the Sheriff’s Department will return to the Board of Supervisors for the approval and acceptance of the grant award and for approval for two additional staff years in the Probation Department. The funding source is the Adult Mentally Ill Offender Crime Reduction Grant (MIOCR) Program established by AB 1811 and administered through the Corrections Standards Authority (CSA).
RECOMMENDATION:
SHERIFF
1.  Authorize the Sheriff Department’s submission of the Fiscal Year 2006-2007 Adult Mentally Ill Offender Crime Reduction (MIOCR) grant application to the Corrections Standards Authority (CSA).
2.  Adopt a resolution entitled “A Resolution of the Board of Supervisors of the County of San Diego Relating to the Adult Mentally Ill Offender Crime Reduction Grant (MIOCR) Program” which will authorize the Sheriff to submit an application for funding of an 18 month program.

4. / SUBJECT: / PROCUREMENT OF DENTAL AND NUTRITION SERVICES (DISTRICT: ALL)
OVERVIEW:
The Health and Human Services Agency provides programs that promote healthy lifestyle behaviors and the prevention of disease and disability through education and early detection and treatment of medical and dental problems.
On January 9, 1996 (1), the Board approved the establishment of the Health and Human Services Agency’s Dental Health Initiative to provide dental education and emergency and preventive services to low-income children and families who have limited access to oral health care. The Board has supported the concept that children in San Diego County must have access to quality dental and medical care in order to enter school ready to learn. On June 18, 2002 (12), the Board authorized the competitive procurement of dental and nutrition education services and linkage of low-income children to a dental provider. This resulted in a contract with the San Diego State University Research Foundation which expires on June 30, 2007.
Today’s action requests authorization to conduct a competitive procurement for dental and nutrition services, if, after a Request for Information process, there is more than one qualified respondent for the services. However, if there is only one qualified respondent, Board authorization is requested to enter into negotiations for a sole source contract. The initial contract term will be July 1, 2007 through June 30, 2010. The contract amount will be $400,000 per year for a total amount of $1,200,000 for the initial three-year term.
FISCAL IMPACT:
The FY 2006-08 Operational Plan for the Health and Human Services Agency includes revenue for this program. If approved, this will result in no change in costs and revenue for FY 2006-07 and costs and revenue of $400,000 in FY 2007-08 and $400,000 in FY 2008-09. The funding sources are the State General Fund, Federal Title XIX, and Health Realignment funds. There will be no change in net General Fund cost and no additional staff years.
RECOMMENDATION:
CHIEF ADMINISTRATIVE OFFICER
In accordance with Section 401 et seq, of the County Administrative Code, authorize the Director, Department of Purchasing and Contracting, to issue a competitive solicitation for dental, health and nutrition education services and linkage of low-income children to a dental provider, if, after a Request for Information (RFI) process, there is more than one qualified respondent for the services. However, if there is only one qualified respondent to the RFI, in accordance with Board Policy A-87, Competitive Procurement, authorize the Director, Department of Purchasing and Contracting, to enter into negotiations for a sole source agreement with that respondent for the services described above; and subject to successful negotiations and determination of a fair and reasonable price, award a contract for an initial term through June 30, 2010, with two renewal option years through June 30, 2012, and up to an additional six months, if needed, subject to the availability of funds; and to amend the contracts as required to reflect changes to services and funding allocations, subject to approval of the Director, Health and Human Services Agency.

5. / SUBJECT: / CHILDREN’S HEALTH COVERAGE (DISTRICT: ALL)
OVERVIEW:
The Board of Supervisors has demonstrated a long-term commitment to helping children reach their full potential by supporting programs that encourage healthy behaviors and link eligible children to low and no-cost health insurance coverage.
Although there have been consistent increases each year in enrollment in the Medi-Cal and Healthy Families programs, a significant number of children who are eligible for these programs still remain uninsured and unable to access necessary and preventive health care. On August 3, 2006, the California Department of Health Services notified the County that additional funds would be available to link hard-to-reach uninsured children to health care services through Outreach, Enrollment, Retention and Utilization (OERU) revenue.
