The minutes of the Full Council meeting on 10th January 2018 were approved

397MATTERS ARISING

365 should read that at full capacity the runway could have 35 million passengers but if extended could run with 43.5 million at full capacity. At present the Airport has 26 million passengers.

400DISTRICT COUNCILLORS' REPORT

Dist Cllr A Dean reported the following:

An email had been received from Bishops Stortford Footpaths Association regardingconcerns about the difficulty walking from Bishops Stortford to Stansted. He will be working with them tosee what can be done as this is a concern of his and theirs. If ECC and the Parish Councilcan take this on board and all work together then he hoped we might all get somewhere. Silver Street toPines Hill and beyond pavement in particular is in a terrible state. Cllr Gooding said that funds were remaining from an A120 footbridge project that was not implemented.

Had a meeting with St John's Road Association who are concerned with the design of Magna Carta. Original plan showed a drop off point but this has been eliminated in newer plans. There must have been an error in the application as the Parish Council never received plans

so no comments were made. This needs looking at as there will be parking mayhem on St John's Road if the design is not changed.

UDC Draft Budget - Council Tax rising by 2.99% meaning Band D will now be £147.21. The public's second priority during consultation was street cleaning. Cllr Dean has recently looked at Chapel Hill and surrounding roads and parts of the village are filthy with leaves and mud etc. He has asked UDC Street Services to carry out a clean-up.

£37,000 has been allocated to the PCSO budget, £400,000 to Garden Communities and £100,000 to a Car Park Strategy.

Along with Cllr Sell he has been talking with UDC officers regarding the Lower Street car park and an improvement action plan. The Doctors Surgery has been complaining that not enough spaces are available now they are at full staff capacity.

There has been recently chaos on the roads due to a number of closures. Who is coordinating this? Cllr Dean asked Cllr Gooding to push for better coordination.

An airport capacity planning application was still awaited that will require rigorous scrutiny and tough demands from the local community.

Dist Cllr Sell reported the following:

Has spoken to Adrian Webb and there is £37,000 in budget for PSCO's. This will be for over a period of 5 years as no point in this being for 1 year only.

Had a conversation with Ugley Parish Councillor Nick Shutes and he mentioned that HGV drivers are ignoring the width restrictions on roads. He believes PCSO's should gather registrations of vehicles doing this and letters be sent out. They do not have abudget to part share a PCSO but would reimburse StanstedMountfitchet Parish Council for this.

Other communities in Uttlesford as well as Stansted are working on their Neighbourhood Plans. These are Thaxted, Felsted, TheChesterfords, Saffron Walden and Stebbing. Thaxted are the most advanced on theirs with the consultation due to end on 28th February 2018.

Has floated the idea to celebrate the 100th anniversary of the People's Act. Also 11th November marks the 100th anniversary of World War 1. Cllr Caton advised that she has a meeting planned withRev'd Paul Wilkins to discuss the 100 years ceremony and Cllr Sell should link in with this.

401COUNTY COUNCILLOR'S REPORT

Cty Cllr R Gooding reported the following:

Regarding the issues with footpaths, he thinks there is funding available for this so will look into whether it can be used to enhance walking routes.

He has looked into the recent road closures and Essex Highways give licences but companies never give exact dates. Unfortunately they all seemed to do the work at the same time. He has asked Highways to look into a way of ensuring this doesn't happen again.

Had recently attended a meeting where suggestions were made that Highways had delayed Walpole Farm which is ridiculous. The new access clearly spanned Ugley Brook. A 9 inch diameter pipe was used when to reduce flooding risks it needs a 2 mtr pipe not 9 inch. This is a Bloor Homes error and he is very concerned with their attitude.

Regarding the concerns of the Magna Carta design, there were 2 designs due to a change of contractor and will look into the issues raised. Will also chase the project sponsor to set up a meeting with the Parish Council. Cllr Sell asked if the school was still on schedule for completion in September 2018 and Cllr Gooding confirmed it was.

405TO SET UP A WORKING GROUP FOR THE FUTURE OF CRAFTON GREEN HOUSE

Working group needed to agree on future of the building which could include the possibilities of renting, refurbishing or not using etc. Would need to put proposals forward on how to move forward. Cllr Salmon, Cllr Richards and Cllr Sell agreed to take this on. It was also suggested to ask Cllr Jones to sit on this group too.

406TO RECEIVE A REPORT ON THE MULTI AGENCY FLOOD MEETING HELD AT UDC

Cllr O'Brien showed a presentation and explained that at the meeting the previous flooding in the village was looked at and discussions took place on the way forward to prevent such flooding in the future.

Cllr O'Brien proposed the following

RESOLUTION for the flooding group to look at potential financing / funding and to take the best ideas that suit us forward.

This was seconded by Cllr Jessup and unanimously agreed

407TO RECEIVE AN UPDATE ON THE TWINNING PROJECT

Cllr Caton advised that the Twinning group recently met. A bank account is now being opened and that they are looking at an activity project group. This will primarily be with schools. A proper update will be done via future Full Council and F & GP meetings
