Official Rules for the National Rounds of Iraq

The 2012 PHILIP C. JESSUP INTERNATIONAL LAW MOOT COURT COMPETITION

These rules apply only to the law schools in Iraq which are participating in the National Rounds of the Jessup International Moot Court Competition. Such rules modify for administrative purposes The Official Rules of the 2012 Philip C. Jessup International Law Moot Court Competition, which Rules otherwise control.

Teams that wish to participate are required to submit a completed Registration Form in Arabic to Ali Naji at . Mr. Ali will ensure that all Registration Forms are translated into English and then provided to me. I will provide the completed Registration Forms in English to the ILSA. USAID Access to Justice has agreed to pay the registration fees for all of the Iraqi law schools directly to the ILSA.

The last date for registration is November 25, 2011.

A copy of the Applicant’s Memorial and of the Respondent’s Memorial must be emailed in MS Word format to the ILSA Executive Office at and to the National Administrator at and by no later than 11:559 p.m. local time on January 10, 2012. Each Memorial must be contained in a separate attachment to the email. The Memorials must comply with all marking and other requirements set forth in The Official Rules of the 2012 Philip C. Jessup International Law Moot Court Competition.

The Memorials may be submitted in Arabic. The National Rounds will be conducted in Arabic.

The National Rounds will be held on January 23, 24, and 25, 2012, in Erbil, Iraq, in accordance with the following schedule:

January 23, 2012: 9:00 a.m. Registration, Orientation and Preliminary Rounds

January 24, 2012: 9:00 a.m. Preliminary Rounds & Quarter Finals

January 25, 2012: 9:00 a.m. Semi Final Rounds in the morning and Final Round in the afternoon, followed by the Award Ceremony

Six hard copies of the Applicant’s Memorial, six hard copies of the Respondent’s Memorial, and a CD containing both the Applicant’s Memorial and the Respondent’s Memorial must be submitted on January 23, 2011, by 9 a.m.

The Teams will pick lots to choose the side they argue for the Quarter-Final Rounds, the Semi-Final Rounds, and the Final Rounds.

The time limit for oral rounds is 45 minutes for each Team, which time includes the principal argument, rebuttal and surrebuttal.

If there are more than eight participating Teams, the top eight Teams will advance to the Quarterfinal Rounds. Advancement to the Quarterfinal Rounds will be based upon each Team’s number of Wins. For Teams which are tied in terms of the number of Wins, advancement to the Quarterfinal Rounds will be based upon the Team’s raw points. The winners of the Quarterfinal Rounds shall advance to the Semifinal Rounds. The top two Teams from the Quarterfinal Rounds will advance to the Final Round.

For the Best Oralist Award, the points scored from the preliminary rounds alone will be counted.

The Winning Team will be invited to participate in the Jessup World Cup in Washington, D.C. The Runner-up Team will also be invited to participate as an Exhibition Team competing against other Exhibition Teams for Oralist Awards. The members of the Exhibition Team will also have the opportunity to serve as Bailiffs. USAID Access to Justice has agreed to fund the travel of the Winning Team and the Runner-up Team to Washington, D.C., to participate in te International Rounds.

The National Administrator for Iraq is Leslie Ohta, a United States Justice Department Trial Attorney on a detail to the Rule of Law Coordinator’s Office, United States Embassy, Baghdad.

The National Administrator’s decision shall be final in all matters concerning the National Rounds, unless an appeal is made to the ILSA Executive Office pursuant to Official Rule 11.
