·  November 12, 2014: “Full-day Kindergarten: Should we have it? How would we get there?”

Dr. Martin said of the 132 schools in Virginia, 129 have full day Kindergarten (FDK). HEAD Start, STEP/Special Education, ELL children have access to FDK at Catoctin, Countryside, Newton Lee, Round Hill, Tolbert, Cedar Lane, Sugarland, Rolling Ridge, Sully, Guilford and Sterling elementary schools. 495 LCPS students have hybrid FDK/ELL. LCPS is giving FDK to kids with “highest special needs” – 75.7%. Dr. Eric Williams is interested in having a conversation with the School Board members about getting FDK in LCPS. In FY2015, no universal FDK in all schools due to space and finances. Financial challenges in upcoming budge up to $56M deficit as it is. One FDK classroom in each school would service the disadvantaged.

Loudoun for Full Day Kindergarten, half day kindergarteners get 540 less hours of instruction than FDK. Any academic benefits include creative learning, hands-on benefits, improvement on reading score, less likely to repeat grades, higher scores in younger learners, social interactions with conflict resolution, easier transition to 1st grade. In half day, recess is only 12 minutes long, minimal hands-on learning opportunities, teachers have to teach twice as many kids to teach (AM/PM). Loudoun County is the only county in VA that does not have FDK or a plan to implement it. 25% of students attend private FDK. Over 50% of economically disadvantaged kids don’t have access to FDK.

Kevin Kuesters stated that there were budged constraints, rapid growth rates, lack of physical space and lack of priority and planning to implement FDK at this point. Stated that people keep moving to LCPS knowing that there is not FDK so it must not bother parents. Focus on when, not why we should have FDK. FDK is one of many priorities to include foreign language instruction, reducing class sizes, teacher pay, SPED, replacing aging school busses, the arts, ect. Have to prioritize with limited resources. “People don’t want to subsidize daycare.” Stated there is not a long-term benefit of FDK except for disadvantaged kids. The school choice policy was created o try and get into a FDK program. Looking at building space in new schools. “Eventually LCPS will have FDK.” If majority of constituents want it, it would be passed. Competing priorities.
