Men’s & Women’s Swimming & Diving Code of Conduct

I.  OVERVIEW

A.  Administrative Authority

Administrative authority shall be the Sports Committee and overseen by the athletic administrator appointed as liaison to the Sports Committee and the Association Executive. Any resolution passed by the sport committee must be approved by the Athletic Administrators Committee before it is enacted and included as part of the conference handbook.

B.  Committee Membership

All Landmark members that sponsor either men’s or women’s swimming & diving at the varsity level shall be represented on the committee. Unless otherwise specified by an institution’s athletics director, an institution’s head coach shall serve as the representative.

Marywood, a Landmark Conference affiliate member in the sport of men’s and women’s swimming & diving, shall have all of the rights and privileges of membership for swimming & diving.

C.  Duties of Committee

The committee will meet at least once annually, either in-person or via conference call, to discuss sport-specific manners, review the code of conduct, and recommend changes to the athletic administrators as necessary.

D.  Sport Chair

The chair and vice chair shall be appointed by the committee and serve a two-year term.

E.  Duties of Chair

The duties of the chair are as follows:

1.  Organize meetings of the committee, at least once annually and additionally as necessary; compile and distribute the agenda for all meetings; supervise the meeting; record attendance and minutes

2.  Provide the Commissioner and the Athletics Administrator Liaison with a written report outlining all discussion, action, and voting which occurred during the meeting

3.  Within one week after the meeting, distribute a copy of the minutes to the members of the committee, the designated liaison, and the conference office. The Commissioner will distribute the minutes to delegates of the Athletics Administrators Committee for consideration and vote, as necessary

4.  Communicate and explain voting items to the designated sport liaison

II.  SPORTSMANSHIP/ETHICAL CONDUCT

Sportsmanship and the proper treatment of all individuals are core beliefs of the Landmark Conference and its members. Students, staff, and all other members of an institution should adhere to the fundamental values of respect, fairness, civility, honesty, and responsibility. Coaches should conduct themselves in ways that promote the character development of participants to enhance the integrity of higher education, and to promote civility in society, student-athletes, coaches, and other participants associated with athletics programs and events.

III.  ADMINISTRATIVE REGULATIONS

Unless otherwise specified in the Code of Conduct, or the Landmark Bylaws, all institutions shall conduct their programs according to the guidelines outlined in the most recent edition of the NCAA Division III manual.

IV.  SPORT-SPECIFIC REGULATIONS

A.  Rules

Meets shall operate per the specifications outlined in the NCAA Swimming & Diving rulebook.

B.  Scheduling

A team must engage in competition (dual, tri, invitational meets, etc.) against a minimum of three different conference opponents during the season. Non-compliance may result in ineligibility for participation in the conference championship and annual honors.

C.  Officials

The host institution is responsible for securing at least two qualified officials for all meets.

D.  Equipment

The host institution shall provide electronic touch pads and a corresponding starting system for all meets.

E.  Meets

All meets shall feature men’s and women’s competition, unless a team is competing against a single-gender program.

F.  Statistics & Results

Performances shall be recorded using Hy-Tek software. Host institutions are responsible for sending meet results to the conference office no later than 48 hours following the completion of a meet. A team that competes against a non-conference opponent is responsible for sending its results to the conference office in a timely manner.

V.  CHAMPIONSHIP REGULATIONS

A.  Qualification

All Landmark members that sponsor men’s or women’s swimming & diving at the varsity level shall be permitted to enter individuals in championship competition.

B.  Date

The championship shall be conducted four weekends prior to the NCAA championship, if the NCAA championship begins on the second Wednesday in March; five weekends prior to the NCAA championship, if the NCAA championship begins on the third Wednesday in March. The championship shall be held over three days, beginning on Friday and ending on Sunday of the corresponding weekend.

C.  Facility

The host facility shall have a minimum of eight competition lanes, along with 1-meter and 3-meter diving boards. A separate diving well, and spectator seating, are recommended, but not required.

D.  Schedule of Events

Preliminary heats shall begin no earlier than 10:00 a.m. and no later than 11:00 a.m. each day. Final races (consolation & championship) shall begin at 6:00 p.m. on Friday, 5:30 p.m. on Saturday, and 5:00 p.m. on Sunday. A complete schedule of events can be found in Appendix A.

The order of events shall rotate annually. In odd years, women’s events shall be held first, followed by the men’s events; in even years, the men’s events shall be held first, followed by the women’s events.

E.  Championship Management

1.  Entry Information

The host institution shall distribute to all institutions a packet of pre-championship information no later than the second Friday in January. Information shall include:

·  Championship Schedule

·  Team Seating Chart

·  Event Awards Procedure

·  Directions & Team Vehicle Parking Information

·  Information on local overnight lodging & meals

2.  Entries

Each team is permitted to enter up to 18 individuals for championship competition (divers shall count as 1/3). An individual may compete in a maximum of seven events, of which not more than three may be individual events. Any entries beyond the maximum of 18 shall be designated as exhibition.

All entries must be submitted no later than the Monday prior to the start of the championship.

3.  Exhibition Entrants

Exhibition athletes shall compete in preliminary races only. Exhibition entrants in the 1,650-yard freestyle shall be seeded using non-conforming times.

4.  Officials

The host institution shall secure five qualified officials for each session of the championship. The host institution shall be reimbursed for the cost of officials (not to exceed $4,000). The diving judging panel shall consist of three officials and two coaches (who shall be identified prior to the meet).

The host institution is responsible for providing event management personnel (site director, meet director, event workers, etc.) for the championship. Event management personnel are to be neutral in the performance of their duties.

5.  Meet Committee

The Meet Committee shall consist of the Meet Director, the Meet Referee, three swimming coaches, and one diving coach (who shall be identified prior to the meet).

The following institutions shall have their swimming coach serve on the Meet Committee during the designated year:

The Meet Committee shall handle all protests. In the event a member of the Meet Committee is involved in a protest, the individual shall be replaced on the committee by the next institution in the rotation until a decision has been reached.

6.  Meet Management

The conference office shall contract with an individual or organization that specializes in coordinating and recording meet results via Hy-Tek. The conference office shall pay for this service.

7.  Time Trials

Time trials shall be at the discretion of the Meet Director following the preliminary session each day. Priority shall be given to time trials for events held that day. Individuals shall report to the official scorer’s table to sign up for a time trial prior to the end of the preliminary session. Time trial participants must provide their own timer.

8.  Scoring

Event scoring shall be to 16 places for individual and relay events.

9.  Ties

If two or more individuals have tied for the final spot in an evening final, then a swim-off shall be conducted by the Meet Director at the earliest possible opportunity during the preliminary session.

10.  Event Award Protocol

The host institution shall be responsible for communicating to participating teams the order of awards for individual and relay events. Individuals shall report to the podium wearing official team warm-ups.

11.  Post-Championship Protocol

Following the completion of the championship races, coaches from the competing teams shall meet to determine individual championship honors. Individual honors shall be announced, followed by team scores. The winning team shall receive an award, the championship team shall receive individual prizes, and the champions shall gather for an official team photo.

In the event of a tie for first between two teams, then co-champions shall be named. Each team shall receive a trophy designating them as co-champions.

F.  Awards

The championship teams shall each receive a trophy. Individual award winners shall be recognized during the session in which they competed. Individuals from the championship team shall receive a prize. No other awards or recognition shall be given.

G.  Incomplete Championship

Every effort shall be made to conduct the championship as scheduled. Prior to the championship being postponed or rescheduled, the host institution Athletics Director shall work with the conference office to determine the best course of action. If all attempts to complete the championship have failed, then a champion shall not be named, unless it is mathematically impossible for the team in first place at the time of suspension to be overtaken.

VI.  ANNUAL AWARDS

The conference office shall manage the annual awards program. All teams are required to vote for conference honors. Teams cannot vote for their own nominees.

A.  All-Landmark Teams

Two All-Landmark teams shall be named based upon the results of the championship. The winner of each individual and relay event shall be named First Team All-Landmark in that event; the runner-up shall be named Second Team All-Landmark in the event.

B.  Individual Awards

The following individual honors shall be awarded at the championship and recognized by the conference:

1.  Swimmer of the Meet, Men’s & Women’s

2.  Diver of the Meet, Men’s & Women’s

3.  Rookie of the Year, Men’s & Women’s; nominees for ROTY must be in their first year of intercollegiate competition

4.  Coaching Staff of the Year (determined by vote of the coaches; coaches cannot vote for themselves)

The host institution, in consultation with the Meet Director, shall coordinate the awards process following the completion of the championship.

With the exception of Coaching Staff of the Year, individual awards shall be determined by points accumulated during the conference championship. In the event of a tie for an award, the following process (in rank order) shall be used to break the tie:

1.  Number of NCAA A cut times

2.  Number of NCAA B cut times

3.  Number of conference records achieved during the championship

4.  Number of All-Landmark First Team performances

5.  Number of All-Landmark Second Team performances

6.  Number of Power Points each individual accumulates during the championship

C.  All-Sportsmanship Team

The All-Sportsmanship Team recognizes student-athletes who epitomize the ideals of sportsmanship. Student-athletes selected to the All-Sportsmanship team demonstrate fair play, graciousness in victory and respectfulness in defeat. They are ambassadors for the team, both on and off the field, and galvanize their teammates toward their goals. These student-athletes exhibit respect for themselves, teammates, coaches, opponents, officials, spectators, and the greater campus community.

Following the completion of the championship, each team will nominate one individual who embodies these ideals throughout the season to be a member of the Landmark All-Sportsmanship team. These individuals will be selected by their own team and coaching staff and submitted to the Conference Office. Only one student from each team shall be honored. Each nominee has achieved varsity status as a member of their team.

VII. DISPUTES

Disputes shall be handled at the institutional level. If a dispute cannot be resolved by the Athletics Directors of involved institutions, then the Landmark Conference Commissioner shall intervene in order to facilitate a resolution.
