C-13 AWARD GUIDELINES

ASTM INTERNATIONAL AWARD OF MERIT

ASTM COMMITTEE C-13 COLONEL ROBERT R. LITEHISER MEMORIAL AWARD

ASTM COMMITTEE C-13 MERLIN G. "IB" SPANGLER AWARD

ASTM COMMITTEE C-13 FRANK J. HEGER MEMORIAL AWARD

GENERAL

1. The selection of Award nominees and these Guidelines shall be administered by Awards Subcommittee C-13.91, which consists of all past Committee C-13 ASTM INTERNATIONAL Award of Merit recipients. Selection of the Chairman of the Awards Subcommittee shall be made by the Awards Subcommittee Members and approved by the Executive Subcommittee of C-13. There is no limit on the term of office for the Chairman of the Awards Subcommittee.

2. Each year the Awards Subcommittee shall consider the eligibility of committee members and past committee members for these Awards, and at the Subcommittee's Annual Meeting, discuss and select nominees for each award.

3. In any year, a Award need not be given, if in the opinion of the Awards Subcommittee no person is found eligible for that Award.

4. Presentation of these Awards shall be at the annual meeting of Committee C-13 by the Chairman of Committee C-13 or an Officer of the Society as required by the specific guidelines of an Award.

REVISIONS TO THESE GUIDELINES

1. For the Guidelines for the ASTM International Award of Merit and the ASTM Committee C-13 Awards(the Colonel Robert R. Litehiser Award, the Merlin G. "Ib" Spangler Award and the Frank J. Heger Memorial Award) any Committee C-13 member has the authority to propose solutions to any questions not specifically covered by these Guidelines, and to recommend revisions to the C-13 Awards Subcommittee for consideration.

2. Any clarification or modification to these Guidelines shall be submitted to the Awards Subcommittee C-13.91 for approval, and if approved, then to the C-13 Executive Subcommittee C-13.90 for approval.

(FORMERLY ASTM INTERNATIONAL HONORARY MEMBER)

1. Established by the ASTM International Board of Directors.

2. Guidelines are developed by the ASTM International Board of Directors.

3. Selection of awardees are by the ASTM International Board of Directors.

4. The ASTM International Board of Directors grants this Award to a person of widely recognized eminence in the voluntary standards system who may or may not be a member of ASTM International.

5. The Title of Honorary Member is bestowed upon recipients of the Award.

6. In Committee C-13, a nominee is selected by Subcommittee C-13.92 and the nomination developed and submitted to the ASTM International Board of Directors by the Chairman of C-13.92.

7. Committee C-13 has had four members receive this award - R.R. Litehiser in 1965, E.F. Bespalow in 1976, C.J. Cain in 1978 and R.E. Barnes in 1981. After 1981, ASTM International changed the guidelines so that the main requirement is that the nominee must be very involved in the promotion of ASTM International Standards and Standardization nationally and internationally.

8. Presentation of this award will be by an Officer of ASTM International and at a place as determined by ASTM International.


ASTM INTERNATIONAL AWARD OF MERIT

Established by the ASTM International Board of Directors as the highest Society award granted to an individual member for distinguished service and outstanding participation in ASTM International committee activities. Recipients also receive the honorary title of Society Fellow. Guidelines are established by the ASTM International Board of Directors. Nominees are submitted by each ASTM International committees and approved by the ASTM International Awards Committee. In Committee C-13, a nominee is selected by Subcommittee C-13.91(originally titled C-13.91.1). The C-13.91 Subcommittee Chairman prepares the nomination and submits it to the ASTM International Award of Merit Committee.

Eligibility

1. To be eligible, a nominee shall be a member of the Society both in the year the nomination is submitted and the year in which it is reviewed by the ASTM International Award of Merit Committee, and shall be living at the time of the submission cut-off date.

2. Current Members of the ASTM International Board of Directors and ASTM International employees are not eligible to receive the ASTM International Award of Merit.

Requirements

The ASTM International Award of Merit Committee determines that the nominee has performed DISTINGUISHED, and not just expected service to ASTM International from the Information contained in the nomination, which is composed of seven sections.

Section 1 consists of personal information, name of nominee, title, company or organization, and address.

Section 2 covers the basis of the Award. Any or all of the following types of service may be considered as the basis for nominating an individual for the Award of Merit:

1. Unusually productive service in ASTM International Committee work over a substantial period of time.

2. Marked leadership in technical, administrative, or special activities at the subcommittee, committee or Society level.

3. Outstanding contributions in the areas of research or testing, leading to new standards development.

4. Symposium or publication activities of special benefit to the work of a committee or the Society.

5. Any other outstanding service or activity that has greatly enhanced the prestige or standing, and advanced the interests of, a particular committee or the Society as a whole.

Section 3 consist of biographical data on the nominees professional background - not to exceed 50 words. The Award is given for Distinguished service to the committee and/or Society, not the nominee's personal background.

Section 4 is the Citation, not to exceed three typed lines, that explains why the nominee is receiving the Award.

Section 5 is documentation of the nominee's ASTM International qualifications presented in an organized format listing the nominee's service and contributions to support the general and qualitative information and endorsements made. Briefly describe in a sentence or two the importance of the standard, round robin, symposia, technical paper, etc. in the industry and the individuals specific contribution.

Section 6 is a brief description of the nature, significance and context of the nominee's contributions to ASTM International.

Section 7 are the names, affiliations and addresses of the Nominating Subcommittee submitting the nomination.

Presentation

1. The Award is presented at the Committee C-13 Annual Meeting by the ASTM International Representative.

2. The Award is a walnut plaque, with a gold ASTM Logo on black velvet above a gold plate with the Awardee's name, Citation and date, and ASTM President and Board Chairman signatures in black letters.

COMMITTEE C-13 COLONEL ROBERT R. LITEHISER MEMORIAL AWARD

The Award and guidelines were established in 1981 by Subcommittee C-13.91, with approval of the C-13.90 Executive Subcommittee and ASTM International Headquarters. The Award is presented not more frequently than once a year to a member or former member of Committee C-13 on Concrete Pipe who has performed outstanding work in the field of the committee's activity. The Award honors Colonel Robert R. Litehiser, Chairman of C-13 from 1952 to 1962, a recipient of the ASTM International W.T. Cavanaugh Memorial Award, the ASTM International Award of Merit, a Fellow of the Society and was awarded a posthumously the Litehiser Award, which was presented to his wife, who donated the Award to the Ohio Department of Transportation and it was hung in the hallway near where the Colonel worked for many years.

Rules Governing the Award

The following shall be considered as the basis for selecting a member of Committee C-13 to receive the Committee C-13 Robert R. Litehiser Award.

1. The member has been an active, working and dedicated C-13 member for many years, but has not eligible for the Award of Merit.

2. The Colonel Robert R. Litehiser Memorial Award shall consist of a brass plate mounted on a walnut plaque, with velvet background, and an engraved likeness of Colonel Litehiser embossed on the plate, along with the name of the recipient and a suitable citation.

3. The American Concrete Pipe Association shall finance the award, which will be presented at the Annual Committee C-13 meeting by the Chairman of Committee C-13.

COMMITTEE C-13 MERLIN G. "IB" SPANGLER AWARD

The Award and guidelines were established in 1993 by Subcommittee C-13.91, with approval of the C-13 Executive Subcommittee and ASTM International Headquarters. The Award is presented not more frequently than once a year to a Committee C-13 member or former member who has performed outstanding technical work in C-13 activities. The Award honors Professor Merlin G. "Ib" Spangler, a longtime C-13 member, the first recipient of the Colonel R. R. Litehiser Award and first recipient of the C-13 Honorary Member Award(renamed The Frank J. Heger Memorial Award. The work of Ib Spangler in developing the theory of loads and supporting strength of buried concrete pipe and pipe of other materials has been internationally renown since the early 1900's. .

Rules Governing the Award

The following shall be considered as the basis for selecting a member of Committee C-13 to receive the Merlin "IB" Spangler Award:

1. The member has been active technically on C-13, conducting research, authoring research reports and supplying data, which have changed existing standards, added to the development of new standards and added to the general knowledge of C-13 members.

2. C-13 Members previously presented the ASTM International Award of Merit shall not be eligible to receive the Merlin G. "Ib" Spangler Award.

3. The Merlin G. "Ib" Spangler Award shall consist of an appropriate plaque mounted clock with a plate embossed with the following:

COMMITTEE C-13 FRANK J. HEGER MEMORIAL AWARD

(C-13 HONORARY MEMBER AWARD)

Committee C-13 established the Committee Honorary Member Award in 1971 to honor three members-Merlin G. Spangler, Robert R. Litehiser and Frederick C. Ziegler. In 1986, the Awards Subcommittee drafted formal guidelines for the selection of Committee C-13 Honorary Members, and final guidelines were approved by the C-13.90 Executive Subcommittee and ASTM International Headquarters. In 2004, the Awards Subcommittee proposed to honor C-13 member Dr. Frank J. Heger by renaming the Award, Committee C-13 Frank J. Heger Memorial Award, which proposal was approved by the C-13.90 Executive Subcommittee.

Rules Governing the Award

The following shall be considered as the basis for selecting a member of Committee C-13 to receive the Frank J. Heger Memorial Award:

1. Distinguished services and dedication to Committee C-13.

2. The number of Awards shall be limited to a maximum of two per year.

3. A posthumous Award may be made to a deserving member.

4. The Award shall be a RS Owens Clock C121(or similar) with a small 1"x3" brass plaque on top that simply says
