Egram Project Information Access

Notice to ALL Bidders: The County now provides project information on its website called “eGram”. To receive email notification of addendums and other updates, Bidders need to log on the website via their ID and password. A bidder, after logging in and downloading project files, is automatically added to the project’s plan holders list and the email notification list.

This addendum for this project will be the last one sent out certified mail.

NOTICE TO ALL BIDDERS:

THE BID OPENING HAS BEEN POSTPONED UNTIL JULY 12, 2011 AT 2:00 P.M.

Special Provision

1.The Pre-letting Conference was held on Monday, June 20, 2011 at 10:00 a.m. The following highlights are provided as a reminder of the Contractor’s responsibilities.

a)The Americans with Disabilities Act (ADA) and Public Rights of Way accessibility Guidelines (PROWAG) must be met. This is not a standard sidewalk replacement project.

b)Contractor must be educated on the PROWAG and is responsible to build ped ramps compliant with these requirements or to be feasibly constructed compliant. Any correcting/reconstructing of ped ramps that do not meet PROWAG/ADA,or are feasibly constructed compliant per the Project Engineer, are considered non-compliant and shall be reconstructed at Contractor’s cost.

c)The Project Engineer is available for consultation on designs in plan or varying field situations but Contractor is responsible to determine best solution for each ramp.

d)Ped ramps will be checked by Engineer for PROWAG compliance per checklist. The following websites are available for guidance:

e)Pedestrian access must be maintained during construction with Contractor submittal of plan to address how this will be done.

f)Work shall be planned out according to the construction restrictions and access requirements state in the Special Provisions.

2.In the beginning of the proposal replace the Notice to Bidders Suspensions/Debarments with the attached one dated June 22, 2011.

3.On page 10-S, in S-16.2 (1) add the following:

a)A tentative schedule of ped ramp construction is:

CSAH 152 (Washington) – 15th to 22nd

CSAH 36 at I35W

CSAH 23

CSAH 152 (Washington) – 11th to 19th Ave

CSAH 152 (Cedar) – 19th to 28th

CSAH 27

CSAH 52

4.On page 18-S, in S-16.6F, revise “3:30 P.M.” to “3:00 P.M.”

5.On page 19-S, in S-18, add the following:

H.On August 20th, West Bank Music Festival (Cedar Riverside) is scheduled.

I.On August 13th and August 20th, County will be milling and overlaying the east leg of the Washington/Broadway Avenue intersection unless ped ramps are not done. Schedule will need to be adjusted based on ped ramp construction.

6.On page 28-S, in S-29, add to S-29.2 the following: If any parking meters need to be hooded, Contractor shall notify City 48 hours ahead. Any lane restrictions will need City approval and may be denied based on events/projects that City is aware.
