"In accordance with the provisions of the Open Public Meetings Act, the West Long Branch Board of Education has issued notice of this meeting to be publicized by having the date, time and location of the meeting posted at Betty McElmon Elementary, Frank Antonides School and the West Long Branch Public Library and mailed to the Asbury Park Press and The Link, which has been designated as the Board's official newspapers. Notice was also filed with the Borough Clerk and sent to those persons requesting that such notice be mailed to them."

STATEMENT TO THE PUBLIC

Often times it may appear to members of our audience that the Board of Education takes action with very little comment and in many cases a unanimous vote. Before a matter is placed on the agenda at a public meeting, the administration has thoroughly reviewed the matter with the Superintendent of Schools/Chief School Administrator (CSA). If the Superintendent of Schools/Chief School Administrator is satisfied that the matter is ready to be presented to the Board of Education, it is then referred to the appropriate board committee. The members of the board committee work with administration and the Superintendent to assure that the members fully understand the matter. When the committee is satisfied with the matter, it is presented to the Board of Education for discussion before any final action is taken. Only then, is it placed on the agenda for action at a public meeting.

Whereas, the below listed resolutions are hereby accepted by the said Board of Education in whole as if the same were individually acted upon.

1.  ACCEPTANCE AND CERTIFICATION OF MONTHLY FINANCIAL REPORTS RESOLUTION

Pursuant to N.J.A.C. 6A:23A-16.10(c)3, the West Long Branch Board of Education accepts the Board Secretary/School Business Administrator's Certification as of February 28, 2014 that no budgetary appropriations account has obligations and payments which in total exceed the amount appropriated by the West Long Branch Board of Education; and

Pursuant to N.J.A.C. 6A:23A-16.10(c)4, we the members of the West Long Branch Board of Education, of the County of Monmouth, after having reviewed the REPORT OF THE SECRETARY and upon consultation with the appropriate officials, certify that as of, February 28, 2014 are to the best of our knowledge that no major account or fund has been over-expended and that sufficient funds are available to meet the district's financial obligations for the remainder of the fiscal year; and

The West Long Branch Board of Education hereby accepts the Board Secretary’s Report the month ending February 28, 2014 and the Treasurer of School Monies Reports for the month ending February 28, 2014.

2.  BE IT RESOLVED, that the Board of Education of the Borough of West Long Branch approves the Bills and Claims for March, 2014, and Payroll per attached: (Budgeted)

3.  BE IT RESOLVED, to approve the submission of a grant application in the amount of $4,925.83 from the New Jersey Schools Insurance Group 2014 Safety Grant Program.

4.  BE IT RESOLVED, that the tentative budget be approved for the 2014-2015 School Year using the 2014-2015 state aid figures and

BE IT RESOLVED, that the Secretary to the Board of Education be authorized to submit the following tentative budget to the Executive County Superintendent of Schools for approval in accordance with the statutory deadline:

5.  Move to approve, upon recommendation of the Superintendent, the payout of $2,035.93 to David Crutchley for thirteen (13) unused vacation days upon retirement.

6.  Move to approve, upon recommendation of the Superintendent, the payout of $1,314.11 to Kevin Donovan for seven (7) unused vacation days upon retirement.

7.  Move to approve, upon recommendation of the Superintendent, the payment of $2,404.00 per month to Shore Regional for the 3:20 pm Pre-School Bus Driver and Aide, for January 1, 2014 through June 30, 2014.

8.  Move to approve, upon recommendation of the Superintendent, the payment of $8,940.00 to Shore Regional for the 11:20 am Pre-School Bus Driver and the 8:50 am and 11:20 am Pre-School Bus Aide, for November 18, 2013 through June 24, 2014.

PERSONNEL RESOLUTIONS 1 - 17

The West Long Branch Board of Education by means of a Consent Resolution accept various resolutions of a routine and non-controversial nature at one time; and

Whereas, the below listed resolutions are hereby accepted by the said Board of Education in whole as if the same were individually acted upon.

1.  Move to retroactively approve, upon the recommendation of the Superintendent, the extension of employment of Elizabeth Vollaro, 6th Grade Replacement Teacher for Erica Kauffman Dalia, effective December 16, 2013 through June 30, 2014.

2. Move to approve, upon the recommendation of the Business Administrator and the Finance Committee, payment of $50,833.67 to the Shore Regional Board of Education in reimbursement pursuant to the Shared Superintendent Agreement, with the understanding that this payment will include reimbursement for health benefits payments, for the 2014-2015 school year upon receipt of an invoice and voucher for the aforementioned dollar amount from the Shore Regional Board of Education.

3. Move to approve, upon the recommendation of the Superintendent, payment of $46,500 to the Shore Regional Board of Education in reimbursement pursuant to the Shared Business Administrator Agreement, for the 2014-2015 school year upon receipt of an invoice and voucher for the aforementioned dollar amount from the Shore Regional Board of Education.

4. Move to approve, upon the recommendation of the Superintendent, payment of $32,769.00 to the Shore Regional Board of Education in reimbursement pursuant to the Shared Director of Curriculum Agreement, for the 2014-2015 school year upon receipt of an invoice and voucher for the aforementioned dollar amount from the Shore Regional Board of Education.

5. Move to approve, upon the recommendation of the Superintendent, payment of $14,702.00 to the Shore Regional Board of Education in reimbursement pursuant to the Shared Payroll Services Agreement, for the 2014-2015 school year upon presentation of an invoice for the aforementioned dollar amount from the Shore Regional Board of Education.

6. Move to approve, upon the recommendation of the Superintendent, payment of $14,414.00 to the Shore Regional Board of Education in reimbursement pursuant to the Shared Payroll Services Agreement for the 2013-2014 school year, retroactive to July 1, 2013, upon receipt of an invoice for the aforementioned dollar amount from the Shore Regional Board of Education.

7. Move to approve, upon the recommendation of the Superintendent, payment of $18,705.00to the Shore Regional Board of Education in reimbursement pursuant to the Shared Transportation Coordinator Agreement, for the 2014-2015 school year upon receipt of an invoice and voucher for the aforementioned dollar amount from the Shore Regional Board of Education.
