At the Regular Meeting and Public Hearing of the Town Council, held on November 09, 2015 at the Town of Eaton Office Building, 35 Cedar Street, Morrisville, New York, there were present:

Cliff Moses, Supervisor
Ellen Andros, Councilwoman

Bill Donnelly, Councilman

Paul Orth, Councilman(Absent)

Richard DePuy, Councilman

Larry Phillips, Highway Superintendent

Debra Clark, Town Clerk

Also present: Ray Lewandowski, Paul and Dorothy Kazunas, Joe Wicks, and Ross Whitford.

The Meeting opened at 6:00 with the Pledge of Allegiance and a moment of Reflection for our Veterans.

Councilwoman Andros moved to accept the October minutes as submitted. Second by Councilman DePuy. All ayes. Motion carried.

TOWN CLERK REPORT:

A liquor license renewal application has been received from Wayne B. Smith for the ANW E-Z Mart located at ST. RT. 26 in the Hamlet of Eaton. No concerns from Council on this renewal.

HIGHWAY REPORT:

Superintendent Phillips informed Council that an amendment to RESOLUTION (length of roads) will be needed when Attorney Stokes is finished reviewing it.

SUPERVISORS REPORT:

Supervisor Moses updated Council on the new cameras being installed at the Town Office Building.

Supervisor Moses recessed the Regular Meeting at 6:15 and opened the PUBLIC HEARING Titled 2016 BUDGET

With all Persons heard for or against Moses closed the Public Hearing at 6:25.

NEW BUSINESS:

Councilman DePuy moved to adopt the 2015 Budget. Second by Councilman Donnelly. Roll Call as follows: Councilwoman Andros aye, Councilman DePuy aye, Councilman Donnelly aye,

Supervisor Moses aye, Motion carried.

PAY THE BILLS: Abstract # 11-2015

General Vouchers numbered A110-123 $7,232.96; B24-26 $314.71; SL-11-$ 715.06

Highway Vouchers numbered DA 118-134 $51,377.05; DB 28-30 $7,439.50

Motion by Councilwoman Andros to accept and pay the bills. Second by Councilman Donnelly.

All ayes. Motion carried.
