Minutes

Present: Bob Burdo, Rick Call, Don Zumwalt, Robert Agrella, Curt Groninga, Ron Root, Ed Buckley, Jamey Ransford, Ricardo Navarrette and Tim Bosma.

Closed Session: There were no reportable actions taken during closed session.

Open Session:

1. Multi-Level Parking Update: Curt Groninga reviewed the EIR planning process and indicated that a recommendation on the EIR consultant would be forthcoming soon. The scoping session is scheduled for early February and the College has extended the invitation list well beyond the 300 foot project radius. The consultants will be presenting their project to the full Board at their January 13th meeting.

2. Status of Mendocino South Parking (Patio World) Project: Curt indicated, due to inclement weather, that the South Parking Lot (Patio World) may not be completed until mid-Spring.

3. Culinary Arts @ Railroad Square: An update on Future Siting and Planning Issues: Curt led an extensive discussion about the siting possibilities for the new Culinary Arts Center at Railroad Square. BFC representatives and City of Santa Rosa officials are to meet in late January to further discuss.

4. Status Update on the Analy Temps Demolition Project and Elliott Avenue Improvements: Curt indicated that the Elliott Avenue project should be completed and operational by the start of school on Monday, January 12th. The Analy Temps demolition project is underway and it is to be completed by February 1st.

5. Petaluma Modular Project: Curt reported that the modular facilities contract calls for delivery of the facilities during the Spring Semester. The project schedule calls for occupancy by August, 2004.

BACKGROUND

During the planning for the Santa Rosa Multi-Level Parking Structure Project, the College was advised that it would need to create a new fire service road access allowing the new structure to be serviced by the Santa Rosa Fire Department. That access will move in a westerly direction from the parking structure between Forsyth Hall, Burbank Auditorium and the north end of Bailey Field. Additionally, upon reviewing this site and with the knowledge it would become the major pedestrian access point on the Santa Rosa Campus, the Board Facilities Committee agreed to have the east and north sides of Bailey Field, the south side of Burbank Auditorium (parking area) and where the existing Assessment facility is located, re-landscaped and engineered as a major campus improvement. Portions of this work were outlined in the January presentation of the Multi-Level Parking Structure at the Board of Trustees meeting. This addition to and reconfiguration of the parking structure project to include major campus improvements requires additional professional consultant services of the landscape architect , the Civil Engineer, the electrical engineer, and the parking design consultant for a total amount of $143,050.00.

It is recommended that the Board of Trustees approve the additional services contract for Walker Parking Associates, in the amount of $143,050.00, for the Santa Rosa Multi-Level Parking Structure and Campus Improvements Project.

Smith & Smith: $73,150.00 for landscape design

Brelje & Race: $29,900.00 for civil engineering design, surveys and construction administration

FW Associates: $20,000.00 for site lighting design and utility coordination

Walker Parking: $10,000.00 for revised entry design and project coordination, plus $10,000.00 for cost estimator and contingency

In order to develop the site and utilities connections for the Petaluma Modular Facilities project which will house lecture, laboratory, office and the Petaluma Technology Academy space, extensive site work is required. BACKGROUND

The Petaluma Modular Facilities and Site work projects will require construction management coordination and DSA inspection services. After reviewing proposals from previously qualified construction management and inspection services firms, College staff recommend the selection of McGowan Construction Services for this estimated $1.7 million site and modular facilities project.

McGowan Construction Services has provided professional construction and inspection services for the College on several projects including the Race Health Sciences Building, Analy Village and Public Safety Training Center. Their professional contract services will be as follows:

Construction Management: 20 weeks @ 30 per week for a total of 600 hours

DSA Inspection Services: 18 weeks @ 20 per week for a total of 360 hours

960 total professional services hours @ $65.00 per hour for a total of $62,400.00.

BACKGROUND

Per the California Environmental Quality Act (CEQA), the College is required to complete a full Environmental Impact Report (EIR) for its major Multi-Level Parking Structure and Campus Improvements Project. It is the consultant’s responsibility to provide a thorough environmental impact report on biotic, air and water quality, cultural, historical, archeological and traffic impacts of the new parking structure. This report will include review by interested state and local entities, the general public and specific interest groups. This is a complex and comprehensive six-month process.

The College issued a request for professional contract proposals to several well-qualified firms. After an extensive and thorough review, LSA Associates, of Berkeley, were selected based on their demonstrated qualifications, experience and ability to meet a rigorous completion schedule.
