Introduction

Community Action Plan (CAP) is the planning document of Women CBOMalik Abad, Sheikh Rajudesigned by the Women community members, main objective is to collect detail data from the community members regarding village.

Background

WCBO-Malik Abad is the western part of village Sheikh Raju, it is Basti (settlement) based WCBO; majority of the residents belongs to Malik, Baloch, Sadat Qureshi tribe. Malik are in majority that is why basti is known to be MalikAbad, it consists of 40HHs.

Geographical Location

KhokharSheikh Raju is western part of village Sheikh Raju,having 40HHs, located in UC- Mandhran, TehsilDistrict DI Khan. In the eastern side BastiBalochAbadis located which connects the village with Darya Khan roadat a distance of 1-KM, in south river Indus is flowing at a distance of 5KMs, in north village JhokQureshi at a distance of 8KMs and village Malana is located in west at a distance of 10KMs.

Social Mobilization inSheikh Raju

Sheikh Raju is village of UC Mandhran, where MalikAbad is western part of it. Village Sheikh Raju has 1000HHs, out of it KP-SADP field team introduced program and successfully organize MalikAbad, having 40HHs. The process of community organizations formation started on 28th November 2013. KP-SADP staff played an instrumental role in social mobilization through regular meetings with community, awareness raising and self-reliance. As a result of the social mobilization carried out by KP-SADP there are two women CBOs formed in the village named as W CBOMalik AbadandWCBO SangatBalochAbad with the membership of 32 and 31 respectively. In village Sheikh Raju there are also two Male CBOs. There is much potential in the village Sheikh Raju because it consists of more than 1000HHs according to the members present at the moment. Reported Community Organizations have provided community with platforms to identify their potentials and enhance their skills. CBO being a Mohallah level organization focus on the needs, issues and resources of the concernMohallah/ Basti, therefore a need felt of community organization to bring socio-economic change in the village.

KP-SADP facilitated the community for their strategic felt need and conducted community assembly both for men and women. In the community based meeting,they discuss their needs, opportunities and organized into Community Based Organization.

Women CBOMalik Abad, Sheikh Rajumembers developed their village development plan through intensive 4 hours participation in various participatory exercises and discussions.

According to community members SABAOON and NGO provide Pit Latrines to some of the HHs in the locality and SPO is implementing Awaz project in the village.

Objectives of Community Action Plan

Objectives of CAP formulation includes as below;

  • Identification of villages level developmental issues and challenges.
  • To suggest and develop mechanism for community based developmental interventions.
  • To plan and strategize for overall community development through analyzing community issues, resources and opportunities.
  • To contribute in improvement of living standard of target community.

Focus group discussion and group work held with community women incorporated in community action plan. KP-SADP DIU staff DI Khan attended and facilitated the sessions and documented the gathered information. Through the mentioned techniques community set their development vision for future.

Our Vision

Empowered community with problem (needs) free environment where people will have facilities of health, education and skill enhancement with increased participation in decision making through viable institutions through the project intervention.

Socio-Economic Situation

All the information in this portion is collected from community through a designed and thoroughly discussed checklist, these information are the WCBO based. MalikAbad is a Basti of village Sheikh Raju consists of 40 household. In the samevillage there are communities of threedifferent tribes, out of which approximately 60%Baloch, 30%Malik and 10%Qureshi.

It is a part of a village, for Mohallah/settlement level decision they consult within their Basti but for village level decision making there is Jirga system. Jirga has only representation of men but making decisions both for community men and women. Therefore women are ultimately excluded in traditional village level decision making process.

Community of the said locality categorize in different categories of wealth ranking ranging from poorest of the poor to well off having varying access to resources. The living arrangement and construction of houses also varies, most of the houses are muddy some of them are made with bricks and mud and none of the house was found cemented so for seen during transact walk. In Malik Abad, Sheikh Raju20% are bricks and mud made and 80% houses are full mudded respectively.

Occupation

The main source of income of the WCBO/Inhabitants ofSheikh Raju is labor, they are directly and indirectly involve in skilled/ unskilled labor and on farm and off farm activities. Beside other sources like Govt. service, business, skilled labor, has somehow a little bit 5-10 kanal land for cultivation and they cultivate it as per their requirement or in other words they do it like a part time additional job. According to information shared by the community members 80% of the peoples are involved in labor. 18% in agricultureand 2% are involved in private jobs.

Agriculture and Livestock

Agriculture in rural areas plays a vital role in income generation. Male and female both are totally or partially involved in it. Males are 100% involved but females besides other domestic engagement are 50% involved in it. As known to all that agriculture and livestock is part n parcel to each other, Community also depends on livestock both for domestic and earning purposes. Therefore they used to keep goats, sheep’s, cows, Buffalos, donkeys and poultry within their houses. In Sheikh Raju there is considerable number of livestock mentioned below.

The above table shows that livestock raring in Sheikh Raju is in average position; few of the dwellers are involved in livestock raring, management and business. Both the community men and women are supposed to do livestock raring and management. But it is mentioned by community that they are using traditional old methods for this purpose and never attended training on the subject matter. There is also lack of facility to provide cure to livestock related diseases having no linkages with service provider. There is one field veterinary worker in the whole village but his services are negligible .The community members demanded Civil Veterinary Centre (CVC)/Civil Veterinary Dispensary (CVD) to prevent livestock from various diseases and control livestock mortality.

Education

Academic situation more or less is the same as in other areas of District D. I. khan. Education in rural areas suffers badly due to non-local staff here the situation is the same there is only one school, GPS (M) for 1000HHs (for Village Sheikh Raju) and number of enrolled students is 170. 3 teachers onlyattend the school, attendance is casual, for further education students travels to D.i.Khan city at a distance of 15 KMs, and there number is 25 according to them. There are 10 BA, 4 FA, and 20 matriculate and 6 middle and primary(Women) inSheikh Raju.

Health

There is no health facility from Government side, there are persons retired from health department i.e. compounder and health technician practicing in the village but in minor diseases. In major cases and emergency they rushed to DHQ-D. I. Khan. On the women side there is no MCC/FHC, in delivery cases patients are carried to DHQ. There is no facility for reproductive health & family planning for women. Water borne diseases are also common in the area due to lack of proper sewerage system.

Other Government Facilities

All the households in locality have access to electricity, mobile services facility is even available in remote and far flung areas of the country and considered a good development in the field of communication, community members stated.

Water & Sanitation

According to the Community members out of 40 HH approximately half of the Households have their own hand pumps at their houses and remaining population fetch water from these houses. Water table starts from 40 feet but saline at that stage, at 60 feet to 80 feet a potable water raise up and able to use for domestic purpose.

As per the information of community members 90%(30HH) dwellers have pit and pakka / pour flush latrines , but these latrines are so much in bad condition, 10% ODF, all of them either Women, and children goes to ODF, because of poverty, they can’t afford pit latrines. Street of the village are totally unpaved and there is no proper sewerage and solid wastes disposal system in the entire village.

Women’s development

Traditionally the women are supposed to live within houses and undertake productive, reproductive and community tasks. As a part of their productive tasks women do embroidery, stitching etc. but there is no vocational center to enhance the skills of both men and women and give them opportunity to sell their products for income generation.

Disaster Preparedness

The area is prone to some natural and manmade disaster likes drought, earthquake and environmental issues. But the respective community has no awareness about disasters; therefore there are no disaster preparedness and risk management strategies at local level.

Others

WCBO-Malik Abad, Sheikh Rajuis absolutely lacking in social structure like education, health & Sanitation and environment, there are no streets lights even streets are paved.

The phenomenon of unemployment is also common as the whole nation suffers. About 25% of population of earning age is unemployed and with no income to fulfill their basic needs.

Seasonal calendar

Community men draw their respective seasonal calendars. The purpose of seasonal calendar is to point out and document community engagement during the whole year. The calendar also shows availability of community for development interventions and other engagement of community with socially given activities. The activity also shows community role in agriculture, livestock, education and other sectors of development. There seasonal calendar revealed that community has comparatively with more time for development interventions during winter and spring seasons.

The given tool described professions of the target community. This information is for that proportion of population who is earning and has economic responsibilities of their household.

Above table shows that out of 40HHs,80% of earning people are involved in Labor, 18% involved in Agriculture and 2% in Private Jobs.

Wealth Ranking

Through a PRA tool called wealth ranking participants categorize community into four major economic categories poorest of the poor, poor, better off and well off.

During theexercise community classified 40 community households under these four categories.

The given chart shows that 3HH of the total households of Malik Abad Sheikh Rajuare well off, 15HHs are better off, 10HHs are poor and 15HHs are poorest of the poor according to the criteria developed by the community for wealth ranking. The criterion for the ranking purpose is given below.

Need prioritization is one of the tool by whom one can easily asses the dire need of any sort of problem/issue facing by any kind of community it may be, like rural, business, urban etc. As is self-explanatory needs/problems/issues written in a tabular form in this tool then the peoples will grade/prefer the most dire need they facing and should be written in a prioritized form.

Economic Interest Group, EIG

EIG (Economic Interest Group) is those who pursue and share common economic interest. In the reported WCBO- Malik Abad Sheikh Raju; there are three EIGs formed which are,

  1. Livestock Group
  2. Small business Group
  3. Vocational Skill Group

During discussion members from all EIGs taking interest in economic/income generation related activities like reduction of poverty through skill training, building social infrastructure like school, roads and also livestock business and skill training as their priority need. KP-SADP efforts will try toenhance their income and potential in which they are very much interested, that may ultimate bring socio-economic change, create opportunities and proper utilization of any program package.
