VII: Assumptions

It is important to highlight that in order to sustain the running of such a Centre, it is estimated that operating costs of 746,000 will need to be financed out of our national Budget.
It is also important to highlight that part of the Staff costs would cover community based health providers since it is envisaged that for people in detention, health care services will be provided exclusively by these community-based health providers.
Moreover the site currently identified for the building of this centre currently houses AFM Regiment 1 and thus arrangements for alternative accommodation would have to be made, as well as allocating a budget to finance this move.

IV: Proposal Details

The long term plan of building a custom-built reception centre for asylum seeker is intended to allow for zones to be open or semi-opened or closed, and for such arrangement to be flexible, depending on the needs, at any given time. Having such a centre will allow families with minor children, unaccompanied minors and other persons awaiting assessment to be given medical clearance upon arrival and housed in a semi-open zone.

V: Justification for Proposal

By embarking on such an initiative Malta will be giving a clear message that it is committed to doing what it can in terms of reception conditions for asylum seekers.
Malta has always been heavily criticised by the EU in respect of detention conditions and moreover this would enable us to satisfy the EU Detention Directive.
