Draft Revision of Doc 9861, Edition 2:

Manual on the Universal Access Transceiver (UAT)

SUMMARY
This working paper presents the draft changes proposed by the UAT Subgroup for the Manual on the Universal Access Transceiver (UAT), as the proposed ICAO Doc 9861, Edition 2, to reflect changes that were necessary to harmonize with changes previously accepted with the publications of the revised ADS-B MOPS, RTCA DO-260B/EUROCAE ED-102A and RTCA DO-282B in December 2009. No changes are proposed for the UAT SARPs.
Changes that are proposed in this draft of Doc 9861 are consistent with those being presented to the ICAO Aeronautical Surveillance Panel for their approval of the draft of ICAO Doc 9871, Edition 2, known as the Technical Provisions for Mode S Services and Extended Squitter.
ACTION
The Working Group is invited toreview the draft of the revisions to Doc 9861 in this working paper and provide comments and feedback regarding the proposed changes as described. The UAT Subgroup recommends acceptance of these changes and requests endorsement from the Working Group of forwarding Document 9861, Edition 2 to ICAO Publications.

1.INTRODUCTION

1.1In March 2003 RTCA DO-260A was published which described ADS-B Version 1 formats for 1090 MHz Extended Squitter (1090ES). In July 2004 RTCA DO-282A was published, which described ADS-B Version 1 formats for UAT. In June 2006 there was a set of required changes that were published for 1090ES systems which required changes to both RTCA DO-260 (ADS-B Version 0) and DO-260A systems. Again in December 2006 there was another set of changes that were described in change documents released for both 1090ES and UAT, but no ADS-B Version number change was required because the changes only affected transmitting subsystems and not receiving subsystems.

1.2In October 2007 the FAA released a Notice of Proposed Rule Making (NPRM) for ADS-B OUT. Upon receiving numerous comments back from the public and from avionics and aircraft manufacturers, the FAA requested assistance from industry and the ADS-B community to discuss and make recommendations on the resolutions to the NPRM comments. The ADS-B Aviation Rulemaking Committee (ARC) was formed early in 2008, and in September 2008 released a final report on their recommendations to the FAA for the resolution to the NPRM comments.

1.3The recommendations made by the ARC, and other issues that were identified by ADS-B users and Aviation Authorities around the world (e.g., to support ADS-B rulemaking in Europe and Australia) were discussed by Joint meetings of RTCA and EUROCAE Working Groups beginning in January 2009 and culminated in an approval ofthe harmonized publications of the ADS-B MOPS documents RTCA DO-260B/EUROCAE ED-102A (1090 ES) and RTCA DO-282B (UAT) in December 2009. These documents describe the ADS-B Version 2 formats and contents.

1.4With the publication of the revised ADS-B MOPS documents and the descriptions of ADS-B Version 2 formats and contents, it is necessary to revise the ICAO SARPs and ICAO Documents that relate to both 1090ES and UAT. The ICAO ACP WG-M UAT Subgroup began reviewing the ADS-B UAT MOPS changes and drafting changes to ICAO Doc 9861 in late 2009 and has been holding meetings since January 2010 to review the necessary changes to produce Doc 9861, Edition 2. No UAT SARPs changes were necessary.

1.5The ICAO ASP Technical Subgroup also began reviewing the ADS-B 1090ES MOPS changes and drafting changes to ICAO Doc 9871 in late 2009 and presented their initial draft of Doc 9871, Edition 2 to the ASP Working Group meeting in Montreal, 26 – 30 April 2010. Changes to the 1090ES SARPs will be finalized and approved at a future ASP Working Group of the Whole meeting.

2.DISCUSSION

2.1The changes that are reflected in this working paper for the draft of ICAO Doc 9861, Edition 2 were necessary to support, inter alia, U.S. (1090 ES and UAT) and European (1090ES) ADS-B rulemaking activities.

2.2All of the changes in this working paper for the draft of ICAO Doc 9861, Edition 2 are consistent with those changes in both the 1090ES and UAT MOPS documents for ADS-B Version 2.

2.3No changes are proposed or required to the UAT SARPs as a result of the proposed changes to Doc 9861.

3.ACTION BY THE MEETING

3.1The ACP WG-M is invited to:

  1. Review the draft of the revisions to Doc 9861 in this working paper and provide comments and feedback regarding the proposed changes as described.

3.2The UAT Subgroup recommends acceptance of these changes and requests endorsement by the Working Group of forwardingDoc 9861, Edition 2 to ICAO Publications.
